Overview:

The Performance Assurance Group in the Integrated Operations Support Division (IOSD), within the Facilities and Operations Directorate (F&O), is seeking an F&O Craft Supervisor Development Coordinator. This position is responsible for providing development and overall direction of the supervisor training program for the Facilities and Operations Directorate (F&O). Program elements to include directorate processes and requirements, operational rigor, integrated safety culture, technical job task analyses, and directorate databases and systems. The F&O Craft Supervisor Development Coordinator is expected to implement a comprehensive, effective supervisor training program to support F&O.

As part of our team, this position will establish and maintain a F&O front-line craft supervisor training manual and associated training procedures outlining training protocols in accordance with SBMS Training & Qualification Management System. A healthy safety culture is highly valued at ORNL, and this position will serve as the lead in ensuring supervisors value, understand and exhibit behaviors that set the standard for safety. This position will provide technical guidance and interface between divisions on supervisor training topics and requirements. The F&O Craft Supervisor Development Coordinator will facilitate onboarding activities for new front-line craft supervisors as well as develop and provide a mentoring program and develop, implement and lead LOSA like training scenarios. This position will also be responsible for building operational performance through better integration of supervisory staff as well as assessing performance and focusing on opportunities for continuous improvement.

Major Duties/Responsibilities:
  • Periodically evaluate the F&O supervisor training program against requirement documents and update the frontline supervisor training program as appropriate.
  • Participate in programmatic level projects as relevant to F&O's frontline supervisors and craft e.g. Activity-Based Work Control
  • Participate in Operations, Maintenance, and Services (OM&S) work control procedure development, connecting work planning with work execution and implementation.
  • Advocate for adequate resources for training activities, program implementation and continuous improvement opportunities.
  • Conduct training needs assessments to identify the knowledge, skills, and abilities required in supervisor specific jobs.
  • Conduct craft supervisor job and task analyses to identify critical tasks and task elements requiring training to build operational resilience through better integration of staff.
  • Implement developed training in various settings (i.e., classroom, OJT, mockup).
  • Liaison to Human Resources-led training and development opportunities such as career paths, talent development and Office of Technical Training.
  • Develop operational walkthroughs and scenario examinations as needed.

Basic Qualifications:
  • BA or BS in a related field with 5 years relevant experience or an equivalent combination of education and experience may be considered. At least 4 of those years of experience needs to be in an operations and/or maintenance environment.


Preferred Qualifications:
  • Front-Line Supervisor/Mentorship experience.
  • Experience and/or course material in education or training.
  • Strong leadership and communication skills with experience building or managing a program that focuses on people.
  • Strong safety culture and implementation of Safe Conduct of Research (SCoR) principles.
  • Demonstrated ability to work collaboratively with a diverse group of people having a wide range of technical and scientific backgrounds.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.


Special Requirements:
  • Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
