We are recruiting for two (2) permanent Alcohol & Drug Program Specialist 2 positions at OhioMHAS Central Office to assist in planning & developing prevention, treatment & other recovery activities & initiatives within the State Opioid Response (SOR 4.0) Project.

Duties include, but are not limited to:

• Acts as liaison with statewide agency partners, stakeholder groups & other entities

• Assists in developing long range plans to build on a community system of care (prevention, early intervention, treatment & recovery support)

• Interprets & ensures compliance with federal & state rules & regulations, administrative rules, department policies & procedures & program requirements

• Prepares & maintains required records & reports in compliance with applicable rules, regulations & guidelines

• Evaluates effectiveness of programs (collects & analyzes data, develops resource assessments)

• Informs office leadership on program-related matters & recommends action

• Handles sensitive contacts and responds to inquiries & complaints

• Represents SOR meetings, conferences & trainings; attends other meetings, workshops, conferences & seminars as required

• Provides consultation, technical assistance to internal staff, stakeholder groups & community organizations to aid in program implementation & reporting

• Manages data reporting on performance of state and location programs using extensive knowledge of grant & fiscal requirements, develops documents, tools & other resources to support SOR programs.

• Manages funding proposal development & evaluation of applications

• Evaluates implementation of grant funded programs & purchases, funded projects, grant awards, request for proposals & contracts (e.g., develops request for applications, reviews programmatic & fiscal compliance, data collection & reporting, proposals & bids, prepares contracts, Controlling Board requests, Memos of Understanding (MOUs), inter-agency agreements & budgets for assigned programs for approval)

• Conducts weekly reviews of fiscal expenditures & obligations

• Prepares written reports

Qualifications

24 mos. exp. in delivery of health/human services; 24 mos. exp. in coordination or development of alcohol & drug treatment & prevention services (e.g., conducts studies/surveys, coordinates program implementation & ensures compliance to federal & state rules & regulations); 12 mos. exp. in writing job-related technical reports; 6 mos. exp. in grants administration.

-Or completion of undergraduate core program in human services area (e.g., social work; psychology; sociology; nursing; 24 mos. trg. or 24 mos. exp. in coordination or development of alcohol & drug treatment & prevention services (e.g., conducts studies/surveys, coordinates program implementation & ensures compliance with federal & state rules & regulations); 12 mos. exp. in writing job-related technical reports; 6 mos. exp. in grants administration.

-Or 12 mos. exp. as Alcohol & Drug Program Specialist 1 (Prevention), 69381.

-Or equivalent of Minimum Class Qualifications For Employment noted above.
