The Division for Community Living (DCL) within the Department for Aging and Rehabilitative Services (DARS), in collaboration with community partners, provides and advocates for resources and services to improve the employment, quality of life, security and independence of Virginians with disabilities and their families. DCL receives substantial funding from the Commonwealth to augment federal programs and to offer additional programs to people with disabilities.

This position will be responsible for managing the Guardian Training Program, including:

• Developing and providing training for Virginia guardians.
• Providing policy and programmatic guidance.
• Responding to inquiries from the public regarding guardianship requirements and resources.
• Developing and maintaining the guardian training platform and website.
• Collaborating with community partners regarding guardianship in Virginia.

Minimum Qualifications:

The ideal candidate will have:

Knowledge/Experience:
  • Training in social work, human services, or related field with extensive policy and/or legal experience.
  • Demonstrated experience in identification of and research in policy issues, and interpretation and analysis of laws, regulations, and programmatic policies.
  • Experience with distilling complex concepts into understandable and usable information.
  • Proficiency in designing, planning, managing, and completing multiple projects on schedule.
Skills/Abilities:
  • Demonstrated ability to communicate effectively with a variety of professionals and with the public.
  • Demonstrated ability to interpret and apply laws, regulations, and policies.
  • Ability to develop and deliver policy, procedural, and other training to individuals with varying levels of program knowledge.
  • Demonstrated ability to work successfully with colleagues at all levels, diverse groups of people inside and outside the organization, and to lead or participate on project teams or committees.
  • Ability to analyze information, draw conclusions, and develop and implement a planned course of action.
  • Ability to communicate clearly and concisely, both orally and in writing.
Additional Considerations:
  • License to practice law in the Commonwealth of Virginia.
  • Working knowledge of Virginia guardianship laws.
  • Working knowledge of state and federal programs and public benefits, including those specifically targeted to individuals with intellectual disabilities, developmental disabilities, serious mental illness, traumatic brain injury, and dementia.
  • Familiarity with the work of Virginia's community services boards (CSBs) and local departments of social services (LDSS).
  • Proficient in the use of PC software applications, including WORD, EXCEL, TEAMS, and ADOBE Pro.
  • Knowledge of or experience with the requirements, policies, and procedures for state procurement and purchasing.
  • Proficient in managing program funding and expenditures.
