NY HELPS*: To be eligible for a NY HELPS appointment, the candidate must have:
Health Program Administrator Trainee 1: A bachelor's degree or higher.
Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.
Duties Description The Bureau of Data Insights and Research is responsible for responsible for providing high quality, state of the art data services to the Office of Health Insurance Programs (OHIP) and its Department of Health (DOH) partners that are collaborative, aligned with policy, and proactively inform strategy and decision making. The Health Program Administrator works with bureau units on overall operations across the bureau working closely with data analysts, engagement leads and program staff. The Health Program Administrator will primarily support the Telehealth and Transportation program data needs within the Division of Data Services and Analytics, working closely with data staff as well as program staff by understanding program implications and data needs to drive policy/program changes within the Department and support the overall monitoring of program activities.
Examples of day-to-day activities include:
• Participate in the design, management, and administration of health care payment and health insurance programs by supporting in the following areas:
• Meet with program areas and gather requirements as it relates to executive budget items that will help inform policy and programmatic changes that require data support prior to implementation
• Research policy updates for post implementation support of program activities
• Prepare written material in the form of reports, correspondence, and other documents related to the program functions such as
• Creating requirement documentation for data requests
• Preparing agendas for meetings including but not limited to; researching policy and program information to support meeting purpose, assembling an agenda for meetings associated with data needs, supporting and facilitating meetings between program areas and the Data Division to support data requests required for programmatic decision making to be distributed prior to meetings
• Providing summarized reporting to program areas on data insights gathered by the Division such as:
• performance monitoring and evaluation activities, including review of operator quarterly reports, and data reports to ensure program compliance
• collaborating with unit staff to identify and support quality improvement projects and performance management
• Maintaining workplans for long-term projects throughout the bureau
Additional Comments This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
