About this Role:

CERD conducts state mandated medical and compliance reviews and audits to verify compliance with contractual requirements. Provider types audited include medical, dental and behavioral health managed care plans; Drug Medi-Cal Organized Delivery Systems. Other work performed include federally mandated post-service, post-payment behavioral health utilization reviews; provider enrollment onsite reviews of high and moderate risk prospective Medi-Cal providers; onsite reviews for site certification and recertification of county-owned or operated Specialty Mental Health providers; and other requested third-party contract compliance reviews.

Our focus is to improve the effectiveness and efficiency of DHCS and the programs it administers.

Under the direction of the Section Chief, Staff Services Manager II (SSM II), the Health Program Specialist II (HPS II) will perform a variety of high level tasks related to the oversight and monitoring of behavioral health services provided by the counties and/or their contracted organizational providers to ensure compliance with federal and state laws and regulations, and contract requirements. The incumbent will conduct independent research and evaluate critical, complex, and sensitive mental health and substance use disorder policies and processes that impact the Behavioral Health Compliance Section (BHCS); and provide recommendations to management. This may include, but not be limited to, work associated with external audits, legislation, implementation of CalAIM and other initiatives, and furthering the integration of mental health and substance use disorder services compliance activities. The HPS II will be the Project Manager and Subject Matter Expert (SME) for specific work functions including, but not limited to the integration of Mental Health (MH) and Substance Use Disorder (SUD) audits, training audit teams, and quality improvement processes.

    DHCS Telework Information
    This position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS' Telework Program and Government Code sections 14200 - 14203. Telework is available to California residents, and proof of residency may be required.
