Summary

This position is part of the Office of the Inspector General, Department of Energy in the Human Capital Management Division (HCMD). As a Human Resources Specialist, you will provide expert staff advisory services, analysis, research, design and start-up for new initiatives, projects, and assignments where the primary responsibility rests with the HCMD but has crosscutting implications or does not fit readily into either of other established teams.

Duties

As a Human Resources Specialist, you will:

  • Direct preparation and distribution of written and verbal information to inform employees of personnel policies.
  • Advise managers on organizational policy matters and recommend needed changes.
  • Provide expert advice on staffing and recruitment, position management, classification, performance management related to all matters of executive resources.
  • Provide advice and council on executive level recruitment and performance management to senior officials.
  • Consult with senior management and staff officials to establish program/project objectives and timelines.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting 2 of 3 of the following:

  1. Providing expert advisory on Senior Executive Service (SES) appointees, Senior Professional (Senior-Level and Scientific and Professional) appointees, and political appointees compensation or performance management.
  2. Administering the delivery of human resource management programs and services for the executive service.
  3. Advising executive appointees on human resources policies and administration.


"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent by the closing date of this announcement to receive consideration.
