What You'll Do
In this position, you will be responsible for researching, analyzing, formulating/revising, and implementing policies, procedures, and/or administrative rules for assigned human services program area(s) based upon federal acts where guidelines are non-specific. Pay Information
This position is in the State of Ohio's SEIU/1199 Pay Schedule, Pay Range 13. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $31.86 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.

What You'll Do
In this position, you will be responsible for researching, analyzing, formulating/revising, and implementing policies, procedures, and/or administrative rules for assigned human services program area(s) based upon federal acts where guidelines are non-specific. Duties include, but are not limited to:
- Establishing state's minimum standard of practice (e.g., Temporary Assistance to Needy Families [TANF]; Ohio Works First; Prevention Retention and Contingency [PRC]; Supplemental Nutrition and Assistance Program [SNAP]; Refugee Cash Assistance)
- Developing and presenting training to agency staff and to County Departments of Job and Family Services (CDJFS) staff on new initiatives and/or policy
- Planning, organizing, and participating in training conferences and workshops
- Providing consultation and technical assistance in program development, evaluation, and revisions to CDJFS directors, administrators, and other staff
- Monitoring and evaluating assigned CDJFS operations to determine compliance with state and federal regulations, state hearing decisions, Quality Assurance findings, and reporting requirements;
- Coordinating with other agency departments and employees to ensure uniformity in policy responses and technical assistance
- Disseminating program information to community stakeholders and advocates
Telework Policy
This position, upon approval, may work remotely and requires occasional in-person meetings for training or other operational needs. Successful candidates are required to:
- Have and maintain internet at their remote location during normal working hours (employee will have access to shared workspaces at an ODJFS location).
- Reside within a reasonable distance to assigned work office location to respond to workplace reporting requirements.
- Sign a teleworking agreement on first day of employment (telework schedule is subject to change based on the agency's operational needs and telework status). Telework is considered a privilege and agreements are reviewed annually. Employee or position telework eligible status can change or be revoked at any time, for any reason without notice.

Qualifications
The ideal candidate, at minimum, must have the following:
OPTION 1:
- Completion of undergraduate core program in social or behavioral science, health services public administration, public policy management or comparable field AND 3 years (36 months) experience in researching, developing or implementing policies related to social services, health services, public policy or comparable field AND 1 year (12 months) experience in research methodology, measurement & testing, analysis of variance & survey sampling AND 6 months experience in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.
-OR OPTION 2:
- Completion of graduate core program in social or behavioral science, health services public administration, public policy management or comparable field AND 2 years (24 months) experience in researching, developing or implementing policies related to social services, health services, public policy or comparable field AND 6 months experience in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.
-OR OPTION 3:
- 2 years (24 months) experience as a Human Services Developer 1, 69461, with duties related to the assignment of this position.
-OR OPTION 4:
- Equivalent of minimum class qualifications for employment noted above.
