The Independent Living/Transition Age Youth policy developer researches and analyzes to develop, revise, and implement independent living and transition age youth policies, procedures, and programming.

This position is located within the Division of Policy at Ohio's Department of Children and Youth. This position will assist with implementation of policy and programs regarding independent living and transitional aged youth. This position is integral as DCY works to expand and enhance the continuum of services for children, older youth, and families in Ohio.

Specific duties of this position may include:
  • Child protective services agency, independent living and transitional age youth services, and governmental laws, rules, regulations, and procedures knowledge.
  • Knowledge of community resources applicable to child protective services and youth in custody.
  • Awareness and communication of services barriers, issues, concerns related to youth if foster care 14 years of age and older.
  • Revision/development of Ohio Administrative Code rules.
  • Provides expertise, technical assistance, and training to external partners to ensure consistent practice application and implementation of OAC.
  • Develops policy and practice guidance documents and additional resources to further support practice and rule compliance.
  • Develops/revises assessment and planning tools used for youth in agency custody 14 years of age and older to assist with self-sufficiency in adulthood, family connections, permanency and emancipation.
  • Communicates with PCSAs, Title IV-E Juvenile Courts, private child serving agencies, community providers, and other governmental agencies to address child protection policy, programming, and application.
  • Engages in presentations and trainings.
  • Evaluates service delivery and provides recommendations for increasing program effectiveness.
  • Collaborates with various sections within the office (e.g., automated systems, federal initiatives, licensing/certification, professional development, contracts and fiscal) for development and implementation of program and policy.
Position Description

Under direction, independently or as part of a team, researches, analyzes, formulates/revises, and implement policies, procedures, and/or administrative rules for assigned human services program areas (i.e., independent living; provision of post-emancipation services and supports) based upon federal acts where guidelines are non-specific, litigation, task force recommendations, administrative decisions, analysis of legislation, or combination thereof to establish state's minimum standard of practice.

Develops procedures and provides technical assistance to local partners, sister agencies, and stakeholders about best practices and service provision standards of care; develops materials (e.g., toolkits; handbooks; presentation components regarding the needs of transition-age youth and young adults who have emancipated from care, required standards of care, and best practices); serves as the Bureau representative providing expertise on task forces and inter-agency committees.

Reviews local allocation spending and provides guidance on effective use of limited funds; analyzes outcomes of foster youth and those who have emancipated from care; works as part of a team to write reports and grant applications to ensure compliance with federal and state mandates and generate additional Resources.

Performs other related duties as assigned (e.g., attends and participates in staff meetings; travels to attend meetings, conferences, and trainings; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).

Qualifications

Completion of undergraduate core program in social or behavioral science, health services public administration, public policy management or comparable field; 36 mos. exp. in researching, developing or implementing policies related to social services, health services, public policy or comparable field; 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling; 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.

-Or completion of graduate course coursework in social or behavioral science, health services public administration, public policy management or comparable field; 24 mos. exp. in researching, developing or implementing policies related to social services, health services, public policy or comparable field; 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.

-Or 2 yrs. exp. as Human Services Developer 1, 69461, with experience commensurate with duties to be assigned per posting of job opportunity (e.g., if assignment is in area of policy development for aid to dependent children, education, training &/or experience must have been in area of aid to dependent children).
