Under direction, independently or as part of a team researches, analyzes, formulates/revises, and implements policies, procedures, and/or administrative rules for assigned human services program area (i.e., Ohio Department of Children and Youth [DCY] Early Care and Education Program) based upon federal acts where guidelines are non-specific, litigation, task force recommendations, administrative decisions, analysis of legislation, or combination thereof to establish state's minimum standard of practice (e.g., Early Care and Education licensing; Early Care and Education certification; Step Up to Quality; publicly funded child care; day camps); collaborates with DCY staff, consultants, legislators, other government officials, advisory groups, and committees on Early Care and Education policy issues; researches and gathers input from community, providers, and other parties affected by the rules; works with supervisor to coordinate formal rule making process.

Develops, reviews, and/or conducts technical assistance and training for county agencies, DCY employees, clients, public and private agencies, community organizations, and workgroups to ensure compliance with federal and state laws, regulations, and rules; coordinates with other Departments employees (e.g., to ensure uniformity in policy responses and technical assistance; to ensure policy is appropriately represented in automated systems); requests and reviews corrective action plans for compliance with state and federal laws; monitors and requests changes/updates to Early Care and Education websites as needed; disseminates information to community stakeholders, county agencies, state staff, and advocates

Performs other related duties as assigned (e.g., attends and participates in staff meetings; travels to attend meetings, conferences, and trainings; attends special events and public forums to promote Title IV-E program; performs statistical analysis; operates personal computer to produce correspondence, reports, and other documents; prepares reports, position papers, and research documents; maintains logs, records, and files).

Qualifications

Completion of undergraduate core program in social or behavioral science, health services public administration, public policy management or comparable field; 36 mos. exp. in researching, developing or implementing policies related to social services, health services, public policy or comparable field; 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling; 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.

-Or completion of graduate course coursework in social or behavioral science, health services public administration, public policy management or comparable field; 24 mos. exp. in researching, developing or implementing policies related to social services, health services, public policy or comparable field; 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.

-Or 2 yrs. exp. as Human Services Developer 1, 69461, with experience commensurate with duties to be assigned per posting of job opportunity (e.g., if assignment is in area of policy development for aid to dependent children, education, training &/or experience must have been in area of aid to dependent children).
