Within the Bureau of Professional Development organizes and supports the work related to the Ohio Child Welfare Training Program:

Provides technical and user support for the Child and Adult Protective Services Learning Management System (CAPS LMS) including providing troubleshooting and resolving technical issues, creating and conducting training sessions and user guides, providing recommendations for improvement to the system, managing data, building curriculum and enrollment, and ensuring activities comply with relevant policies, procedures, and regulations; Collaborates with vendors on the development of content to meet the needs of stakeholders and recommends deliverables to improve and meet the needs of stakeholders and priorities of DCY; Reviews training, curriculum and guidance created by vendors and other DCY program areas to assure content is aligned to DCY policies, procedures and rules, and industry best practice standards; Maintains detailed records of content development and review processes, including feedback and revisions; Develops and delivers training and technical assistance for child protective service caseworkers, supervisors and administrators; Partners with counties to assess needs and evaluate Individual Training Needs Assessment (ITNA), coordinates provision of trainings available through the Ohio Child Welfare Training Program (OCWTP); Represents DCY on committees and stakeholder groups related to OCWTP implementation and training. Support and provide technical assistance to OCWTP vendors (e.g. training coordinator, regional training centers, and university partnership program; Utilizes and demonstrates an intermediate skill level in the Ohio Statewide Automated Child Welfare Information System (SACWIS); Ensures uniform application of program policies and procedures by meeting with other central office and field office staff, vendors, and key stakeholders to share information; Participates in program development, evaluation, and revision with CDJFS directors, administration, and other staff (e.g., participates in solving problems and developing systematic processes to increase program effectiveness; provides structured guidance and presents in-house training to agency staff and others involved in administration of program/service delivery); As directed by supervisor, responds to inquiries from government officials and general public through verbal communication and/or written communication.

Under direction, independently or as part of team researches, analyzes, formulates/revises, and implements policies, procedures, and/or administrative rules for assigned human services program area(s) based upon federal acts where guidelines are non-specific, litigation, task force recommendations, administrative decisions, analysis of legislation, or combination thereof to establish state's minimum standard of practice.

Performs other related duties as assigned (e.g., attends and participates in staff meetings; travels to attend meetings, conferences, and trainings; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).

Qualifications

Completion of undergraduate core program in social or behavioral science, health services public administration, public policy management or comparable field; 36 mos. exp. in researching, developing or implementing policies related to social services, health services, public policy or comparable field; 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling; 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.

-Or completion of graduate course coursework in social or behavioral science, health services public administration, public policy management or comparable field; 24 mos. exp. in researching, developing or implementing policies related to social services, health services, public policy or comparable field; 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.

-Or 2 yrs. exp. as Human Services Developer 1, 69461, with experience commensurate with duties to be assigned per posting of job opportunity (e.g., if assignment is in area of policy development for aid to dependent children, education, training &/or experience must have been in area of aid to dependent children).

-Or equivalent of minimum class qualifications for employment noted above.
