What You Will Do
This position will be filled at either the Program Manager 2 (non-technical) or Program Manager 3 (non-technical) level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

The Information and Technology superdivision is looking for an enthusiastic, organized and innovative Program Manager. Reporting to the Program Strategy and Execution (PSE) Division Leader, this position will provide leadership and overall management of the performance assurance program (issues management, assessments, DOE/NNSA directives, metrics, etc.) across the whole I&T superdivision.

Program Manager 2 (non-technical) $83,900 - $136,600
The selected candidate will:
Develop, implement and maintain a comprehensive and compliant performance assurance program across all of the I&T Organizations
Monitor the performance assurance program and provide monthly statistics and/or metrics to I&T Leadership on program health.
Serve as the assessments point of contact and an assessor throughout the organization, to include identifying and planning assessments strategically
Identify redundancies and implement consistency across I&T for management assessments, Corrective Action Plan (CAP) development, POAM management and response, and other related Performance assurance activities.
Manage the IT-Cyber Management Review Board and participate in the ALDBUS Management Review Board (MRB) and the Site Risk Management Council (SRMC); represent I&T issues of importance to other forums like the Integrated Change Control Board (ICCB) and the I&T Leaders meetings.

Program Manager 3 (non-technical) $101,700 - $168,200
In addition to what was outlined at the lower level, at this level the IT Performance Assurance Program Manager will:
Contribute to I&T's Risk Management processes, including documenting and tracking the performance assurance program's impact on I&T's risk profile and progress.
Coordinating collaboration across I&T to develop solutions for remediating persistent weaknesses, inconsistencies, and findings identified through audits and assessments.


What You Need

Minimum Job Requirements:
  • Experience performing assessments, managing issues and navigating complex and varied organizations and technical organizational duties.
  • Experience managing or administering projects or programs including developing, tracking, and ensuring execution of scope and on schedule.
  • Experience working with internal and/or external organizations to evaluate, develop, negotiate, and maintain partnerships and strategic relationships with stakeholders and contributors.
  • Must be an inquisitive and persistent self-starter with the ability to work independently. Highly adaptable and flexible. Ability to handle ambiguity and quickly adjust to shifting/competing priorities.
  • Exceptional communication and interpersonal skills, with proven experience in strategies to motivate others to complete their assigned tasks. Demonstrated excellent written/oral communication and presentation skills to include the preparation of reports and trainings.
  • Demonstrated experience in building collaborative relationships and effectively communicating across groups, divisions and with external stakeholders.
  • High level of critical thinking skills, demonstrated problem solving skills, and the ability to interpret and analyze different kinds of data and information and understand it's potential relationship or impact on the performance assurance program.
  • Experience working with policies and procedures in a highly regulated environment.
  • Experience integrating complex program/project work with other priorities and commitments, including safety, security, quality, contractor assurance, and business imperatives.

Additional Job Requirements for Program Manager 3 (non-technical):
In addition to the requirements outlined above, qualification at the higher level requires:

  • Experience providing leadership, vision, and strategic and tactical planning for execution of a Performance Assurance program impacting multiple organizations.
  • Experience identifying and anticipating strategic shifts of relevance to organizational and institutional objectives and planning/pivoting accordingly.
  • Experience implementing a Performance Assurance program within an organization, including process development, training, execution and monitoring.

Education/Experience at lower level: Position requires a Bachelor's Degree from an accredited institution and 5 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation.
Education/Experience at higher level: Position requires a Bachelor's Degree from an accredited institution and 8 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate coursework may be desirable.

Desired Qualifications:

  • Six sigma certification
  • Experience with the Cybersecurity Improvement Plan (CSIP) following SD 205.1 Baseline Cyber Security Program, National Institute of Standards and Technology's (NIST) Cybersecurity Framework
  • DOE Q Clearance

Work Location: The work location for this position is telework and is located in Los Alamos, NM. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
