Position Information

TxDOT's Austin District has a job opening for an IT & Transportation Technology Systems Program Manager at the Austin District Headquarters located in Austin, Texas. This position oversees and manages multiple Intelligent Transportation Systems (ITS) and transportation technology management projects. Develops and revises new and existing ITS and transportation technology systems. Procure and administer ITS and transportation technology management system projects and contracts. Coordinate vendor, consultants, teams, resources, and stakeholders to accomplish project and district goals and objectives. Performs highly responsible technical work including the analysis, design and implementation of automated traffic management systems including emerging technology. Serve the district as technical expert on new and existing ITS and transportation technology management systems. May be responsible for administering information resources and telecommunication hardware/software located within a Intelligent Transportation Operations Center. Work requires contact with governmental and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrences.

Salary Plan/Grade:

ITS Analyst III: B25 ($66,259.00 - $108,666.00/yearly)

Position Description

This position develops and revises new and existing intelligent transportation system(s) (ITS). Performs highly responsible technical work including the analysis, design and implementation of automated traffic management systems. May be responsible for administering information resources and telecommunication hardware/software located within an Intelligent Transportation Operations Center. Work requires contact with governmental and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

  • May serve as project leader.
  • Analyzes, researches and recommends hardware and software needs. including assessing resources utilization and justification
  • Coordinates project schedule for the installation, Implementation and upgrade of systems.
  • Develops ITS which includes writing design documentation and methods, preparing work diagrams and data flow charts, evaluating systems hardware and hardware, analyzing user requirements, testing software and performing field tests.
  • Keeps abreast of new technology to improve current and projected systems.
  • Prepares and monitors budget.
  • Provides technical direction in the analysis and design of ITS.
  • Researches. evaluates and recommends vendor supplied software and hardware.
  • Reviews traffic management plans and inspects project sites to ensure compliance with system requirements.
  • Writes or revises specifications, amendments, and contract provisions related. to ITS.


Minimum Qualifications:

Education: Bachelor's Degree in computer science, electrical engineering, telecommunications. Relevant work experience may be substituted for degree on a year per year basis . Substitutions for Minimum Qualifications .

Experience: 4 YEARS experience in system analysis, design, computer programming. (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver's license at time of hire.

Physical Requirements and Working Conditions:

  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
  • Talking expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication.
  • Repetitive Motion-substantial movements of the wrists, hands, and fingers
  • Close Visual Acuity-work includes visual inspection of small defects/parts.
  • Visual Acuity-determine work quality/make general observations of facilities/structures.
