Starting Salary Commensurate with Qualifications and Experience

The State Corporation Commission's (SCC) Health Benefit Exchange (HBE) division seeks a Contract Administrator interested in a rewarding public service career. This position offers the unique opportunity to support the Commonwealth's new state-based exchange, Virginia's Insurance Marketplace, and this growing professional team. The Contract Administrator will be responsible for managing the division's contract performance oversight, monitoring/assessing supplier performance and compliance with contractual obligations, overseeing service-level agreements and remediations, and communicating with Suppliers regarding day-to-day operations. The selected candidate will work alongside the SCC Sourcing & Supplier Management team to review and analyze requests for new procurements and/or changes in current vendors' contracts, gather business requirements and other information for the preparation of Statements of Works (SOWs), Requests for Proposals (RFPs), etc., and manage contract renewals . The Contract Administrator will serve as the contract records manager for the HBE, maintaining a detailed knowledge of risks and issues identified by HBE staff, and ensuring consistency in management across contracts . This position offers a hybrid work schedule (generally 3 days of telework, 2 days in office each week) as well as training and professional development opportunities. Qualifications
Preferred qualifications for this position include some relevant professional experience in contract administration, vendor management, and business analysis. A bachelor's degree is preferred but not required with related experience. Experience in contract management is essential. Experience reviewing deliverables, success metrics, and the associated remedies for performance failures is preferred. Candidates for this position must have strong computer skills and proficiency with the Microsoft Office Suite. Excellent written and verbal communication skills as well as the ability to establish and maintain effective working relationships with SCC staff and the HBE's vendors is essential. Ideal candidates for this position will be analytical thinkers; able to manage multiple tasks simultaneously; have strong problem-solving and organizational skills; and will be able to work well independently and as a member of a team.
