Duties

As a Lead Grants Management Specialist, you will:

  • Lead grants evidence-based policy analysis to provide leadership with accurate and timely data, policy options, and recommendations. Work with senior leaders to develop and implement policy changes.
  • Serve as a grants and financial assistance policy technical expert. Oversee the application of complex DOT grant and financial assistance related regulations and policies, providing expert advice and guidance to Department leadership, program staff, and junior Office of Grants and Financial Assistance (GFA) staff. Develop Departmental guidance and policies to support implementation of 2 C.F.R. and other Departmental and Administration policy priorities.   • Provide strategic leadership on the development and implementation of the GFA Workforce Certification and Training program.
  • Lead team building efforts; identify, distribute, and balance team workload; and coordinate substantive inputs and work products from GFA staff to develop grants and financial assistance policies.
  • Communicate with stakeholders at multiple levels of DOT to share information, provide feedback, explain decision-making, negotiate with, and persuade audiences, and respond to questions as required.


The ideal candidate for this position has experience managing and overseeing teams, grants, and financial programs and activities for federal financial assistance programs.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience providing customer service, guidance, and technical assistance to support grant programs that comply with the laws, regulations, and formally established policies.
  • Experience building partnerships among staff, management, agencies that directly administer grants, and other stakeholders as appropriate.
  • Experience developing and implementing grants and financial assistance policy and guidance documents.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Grants Management Laws, Regulations, and Guidelines - Knowledge of the principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB Circulars) of grant or financial assistance programs, including their order of precedence.
  2. Stakeholder Management - Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
  3. Creativity and Innovation - Develops new insights into situations; questions conventional approaches; encourages new ideas and innovations; designs and implements new or cutting-edge programs/processes.
  4. Policy Analysis - Analyzing and evaluating grants and financial assistance regulations, principles, and policies; makes decisions or recommendations to interpret, implement, or develop policy and guidance.
