Job Description

Perform moderately complex (journey-level) to highly complex (senior-level) licensing and permitting work depending on level. Work involves coordinating the receipt and review of license and permit applications; ensuring compliance with applicable policies, administrative codes, and statutes; communicating with external and internal customers; and approving licenses and permits. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions

1. Coordinates the receipt and review of license and permit applications, revisions, and renewals.

2. Reviews license and permit applications, payments, and technical data required for licenses and permits entered into appropriate computer applications, databases, and systems for accuracy and completeness.

3. Reviews records associated with license and permit applications, fee payments, and violations, and completes necessary forms to approve or deny license and permit applications.

4. Reviews applications for licenses and permits and ensures compliance with administrative codes, state statutes, and agency policies and procedures.

5. Issues licenses and permits, collects license and permit fees, and reimburses fees to denied applicants.

6. Evaluates and tracks applications and responses to notices of deficiency.

7. Provides administrative and technical assistance related to license and permit requirements to the general public, agency staff, and government and elected officials; answers questions and explains licensing and permit codes; and supplies information regarding license and permit processing, policies, and procedures.

8. Edits notices, correspondence, memos, and reports related to license and permit activities and compliance.

9. Monitors license and permit applications, contract registrations, zoning, inspections, and other permits.

10. Interprets and communicates licensing and permitting requirements and other information applicable to various agency and statutory requirements.

11. Resolves customer service issues and problems.

12. May administer or oversee oral, written, or other tests to license and permit applicants.

13. May develop programmatic and administrative procedures for the review of license and permit applications.

14. May administer fee programs.

15. Performs related work as assigned.

Other Duties and Responsibilities

1. Participates in cross training with and relief duties of other staff.

2. Drives personal or agency vehicle to conduct agency business, including college and conference presentations, and attending training and meetings.

3. Participates in agency task teams, committees, and councils as needed.

4. Performs other duties as assigned and required to maintain departmental operations.



Qualifications:

Minimum Qualifications

1. High School Diploma or GED

2. Three (3) years' experience in a high volume customer service or general office administration environment.

3. Experience using a personal computer with Microsoft Office.

4. Graduation from a two-year college preferred.

5. Licensing or customer service experience in a governmental agency preferred.

Work environment is non-smoking. While performing the duties of this job, the employee is constantly exposed to computer and telephone equipment, telephone and printer noise, busy environment with many interruptions and is occasionally exposed to outside weather conditions. The noise level is usually moderate. Some travel will be required for outreach programs, meetings, and training.

Schedule

Work hours: Eight hours per day Monday through Friday. May be required to work additional hours including evenings or weekends.
