TELEWORK OPTION

This position offers an opportunity for a hybrid work schedule in the Energy Section located in the Air Permits Division. Two days working from home, two days working from the office, and one rotating in office Friday. Sections within the Air Permits Division will be assigned the two in office days with a rotating Friday schedule throughout the year. All positions within that section will be in office on the same days.

YOUR FUTURE TEAM

As part of TCEQ's Office of Air, you would contribute to protecting and restoring Texas' air quality. See details about what we do. The selected candidate will be a member of the Energy Section in the Air Permits Division. This section reviews air quality applications for a variety of industrial sources including, but not limited to industries associated with the Oil and Gas industry, refineries, power generation and others.

You would use your skills and experience to:

  • Review air permit applications for proposed new and modified construction of facilities that may emit air pollutants.
  • Review routine air permit applications (i.e., projects), ensuring high quality work and completing the required quantity of projects within established timeframes.
  • Conduct a comprehensive technical review of projects to include defining all sources of contaminants, applying appropriate federal and state requirements, reviewing emission calculations, drafting permit documents, and completing technical review summaries.
  • Prepare public notice authorizations and complete associated tasks.
  • Provide quality customer service to applicants, agency staff, other state/federal agencies, elected officials, stakeholders, and the general public concerning the applicability of federal and state requirements for the permitting process and the technical completeness of projects.
  • Attend and assist in technical activities concerning major and minor permit reviews.
  • Participate in division, section, and team meetings.
  • Assist in the development and maintenance of technical guidance packages and policy memos, assist in the coordination of streaming activities, and represent the division and agency at meetings, training sessions, presentations, etc.




Qualifications:

MINIMUM QUALIFICATIONS

A bachelor's degree from an accredited college or university with a major in engineering, physical science, environmental science, or a related field.

PREFERRED QUALIFICATIONS

  • Bachelor's of Science degree in any field of engineering, chemistry, biochemistry, biology, physics, geology or environmental science/studies.
  • Work or intern experience in an environmental related discipline.


TRAINING

The Air Permits Division provides training for new employees which includes our Air Permitting 101 interactive training modules for staff that provides an overview of the division and responsibilities. In addition, a more comprehensive New Source Review (NSR) 101 training is conducted by senior technical staff explaining the technical review process an air permit application. Also, one-on-one training is conducted by a mentor or supervisor.

CURRENT TCEQ EMPLOYEES

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Engineering Specialist I state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Environmental Permit Specialist I series.
