The New Mexico Department of Transportation (NMDOT) provides a safe and efficient transportation system for the traveling public while promoting economic development and preserving New Mexico's environment.
New Mexico Department of Transportation's Transit and Rail Division provides information to transit providers and the public regarding public transit service, rules and regulations, applying for federal transit grant programs, transit and rail plans and programs, and permitting procedures for accessing and crossing rail right-of-way.
Why does the job exist?
This position is the lead person responsible for all financial and administration functions in the Transit and Rail Division.
The position provides comprehensive budget, expenditure, reimbursement, and financial tracking services for state and federal funds that the Division receives in order to maintain financial compliance.
How does it get done?
The key responsibilities are:
1. Prepare and submit reports monthly, quarterly, and annually for Federal Transit Administration (FTA) and Federal Rail Administration (FRA) funds.
2. Work with NMDOT Finance staff to charge Transit and Rail staff positions that are
funded with federal grant funds to the correct grant.
3. Assist in the processing of payments, encumbrances, and other financial documents
utilizing the NMDOT/State of NM's internal financial management system.
4. Evaluate and make technical financial recommendations to Transit and Rail staff
regarding the following grants awarded by FTA:
a. Section 5303 funds (Urban and Rural area planning funds)
b. Section 5309 (vehicle purchases and facilities)
c. Section 5310 (elderly/disabled vehicles)
d. Section 5311 funds (Public Rural Transportation)
e. Section 5307 funds (small urban)
f. Federal funds for Rail Runner
g. State of Good Repair funds
5. Track, update, and report financial information within the FTA TEAM System and
federal grants.gov system
6. Track, update, and report financial information within the FTA Web ECHO System
and Federal Certiclear system
7. Provide new procedures, and/or recommendations to NMDOT, Transit and Rail
Division staff to insure compliance with Federal and State guidelines for FTA and
FRA grant funds.
8. Assist in preparation of documentation and other records required for state and
federally mandated audits, as well as NMDOT audits.
9. Provide financial management services for Federal Railroad Administration and other
US Department of Transportation grant funds that the Transit and Rail Division may
receive.
10. Direct supervision of two financial staff and indirect advisory supervision of one rail financial staff in the Division
Who are the customers?
All Transit and Rail Division partners, including the public, private railroads, and all transit agencies in the state, as well as Department staff and colleagues.
Ideal Candidate
The ideal candidate will have preferred experience/education in the following areas:
*Ability to review grant rules and makes recommendations to NMDOT Transit and Rail Division
staff to insure compliance with Federal and State guidelines for FTA and FRA grant funds.
*Ability to follows grant procedures for developing an annual program of projects to initiate grants
and follows grant close out procedures to close grants in a timely manner once the funds are expended.
*Ability to accurately complete grant progress reports and federal financial reports in a timely manner.
*Ability to assist Department financial colleagues and partners with accurate and timely
information and provide financial quality assurance/control for millions of dollars in invoices.
*Ability to make recommendations on federally compliant ways of expending grant funds.
Minimum Qualification
A Bachelor's Degree in any field of study from an accredited college or university and four (4) years of professional level experience operating within limited parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
