Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill Mental Health Program Specialist 2 positions in the Division of Planning and Quality Management, Bureau of Inspection and Certification (BIC). The incumbents of these positions will be part of a new unit focused on improving care and care transitions for individuals with complex needs throughout the continuum of care (inpatient, psychiatry, Comprehensive Psychiatric Emergency Programs (CPEPs), and within the community) through surveillance, review, and regulatory activities within OMH licensed program settings. Under the direction of Hospital Care and Review Unit Supervisor, Mental Health Program Specialists 2 will be the primary liaison with the OMH's Office of Hospital Care and Community Transitions (OHCCT), and field office licensing staff statewide. Duties include, but are not limited to the following:
Work with the OHCCT, Chief Medical Officer, and Community Program Policy and Management to develop inpatient Standards of Care.
Regularly review and update the tools used by accreditation organizations (i.e. the Joint Commission), which conduct surveys of deemed status hospitals.
Increase communication with accreditation programs by engaging in regular meetings.
Follow up on reports by ensuring the implementation of corrective actions and conducting a focused monitoring review of findings within the report.
Act as the Licensing liaison to the OHCCT for regulatory compliance and quality.
Conduct tracers related to: active treatment, admission practices, discharge practices, ECT, restraint and seclusion
Identify and report on systems barriers, challenges, and problem areas.
Identify policy issues and trends resulting from surveillance activities and advise supervisor and BIC Director of these issues.
Coordinate surveillance and compliance review activities with field office and OHCCT staff, and other appropriate departments.
Work with providers and other stakeholders, as well as coordinate efforts with other OMH divisions to address issues related to service delivery and implementation in compliance with applicable regulations and standards of care.
Assist and support on specific special projects as assigned.
