NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS
There are no minimum education or experience requirements for this title. The selected candidate must pass a keyboarding test that demonstrates the ability to enter text at a rate of at least 30 words per minute with at least 96% accuracy by completion of probation.

COMPETITIVE MINIMUM QUALIFICATIONS
Candidates must be reachable on the Civil Service eligible list for the Office Assistant 1 Keyboarding OR have one year of permanent competitive service in a title eligible for transfer. A typing performance test is required for all candidates from the Beginning Office Worker eligible list and transfer candidates who have not previously held a keyboarding title. Candidates must pass a five-minute typing test at the speed of 30 words per minute with at least a 96% accuracy rate.

Section 55-b of the New York State Civil Service Law authorizes the New York State Civil Service Commission to designate up to 1,700 positions normally filled through competitive examination to be filled through the appointment of qualified persons with disabilities. Section 55-c authorizes the designation of up to 500 positions in the non-competitive class to be filled by qualified veterans with disabilities. Eligibility for these programs is limited to persons with qualifying disabilities, who are found otherwise qualified to satisfactorily perform the duties of a position. Duties Description Performs office support and clerical work to meet the requirements of agency programs. Such work may consist of, but is not limited to: performing data entry; math or calculations; mail, supply, and inventory functions; keyboarding and other document preparation tasks; answering telephones; completing forms; assisting customers; creating or assisting in the preparation of reports, charts, graphs, and tables; and performing other related activities.
