The Division of Adult Institutions (DAI) is currently recruiting to fill an Office of Program Services Director (Correctional Services Manager) position. This position will be headquartered at the DOC central office in Madison, WI.

Position Summary

This position coordinates and serves as a consultant to correctional institutions on DAI's offender programming, education, employment, reentry activities and recidivism reduction objectives. Responsibilities include divisional policy development, program direction, program implementation, and program monitoring and evaluation for all adult correctional institutions. This position holds a key leadership responsibility for the Department's Limited English Proficiency (LEP) efforts by performing a critical role in the collection and analysis, reporting and dissemination of program/service outcome data in an effort to provide information on LEP goals and objectives.

This position also oversees the implementation of specialized programs; oversees and monitors compliance with DAI policies; and assists in determining certification standards for program and education staff. Specialized divisional programming coordinated by this position include but are not limited to: employment, vocational education, ADA oversight, volunteer services, leisure activities, community services, recreation, veteran services and reentry activities; serve as a liaison to other Bureaus in DAI with regards to mental health, medical, geriatric care, and specialized placement to include unusual placement needs, compassionate release and the placement of high profile offenders as it relates to program needs. This position will ensure that adult institution and center programs adhere to the principles of evidence-based practices and align with the Risk, Need and Responsivity (RNR) Model.

This position serves as liaison to the Office of Reentry regarding offender programming (Cognitive Behavioral, Substance Abuse, Domestic Violence, Sex offender, Prerelease Services, Anger Management, Earned Release Program,Challenge Incarceration Program, and Family and Pro-Social Support Services) and recidivism reduction objectives; and handles special projects and complex staff assignments for the Division/Department. This position requires some weekend and evening coverage, including on-call services for DAI.

Salary Information

The starting pay is between $72238 and $120910 per year, plus excellent benefits. Pay will be set in accordance with the Compensation Plan and Wisconsin Administrative Code in effect at the time of hire. The pay schedule/range is 81-01. A 24-month career executive trial period is required.

Job Details

Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DOC sponsorship) at the time of application. The Department of Corrections will conduct criminal background checks on applicants prior to selection to determine whether the circumstances of any conviction may be related to the job being filled. Upon hire, all new DOC employees are subject to fingerprinting.

The Department of Corrections may conduct pre-employment drug screens. Any applicant who is offered employment in a position which requires a pre-employment drug screen must pass the screen as a contingency to employment. Applicants who fail or refuse the drug screen will not be given further consideration for employment.

Note: This position will be able to work remotely up to 3 days per week.

Qualifications

Minimally qualified applicants will have experience:

• Managing and overseeing multiple and different programs/program areas simultaneously (education, vocational rehabilitation, re-entry, social work, etc.)

• Working with evidence-based practices and researching and implementing evidence-based programming

• Establishing and maintaining effective working relationships with external partners/stakeholders.

In addition to the above, well qualified applicants will have experience:

• Supervisory experience (managing and overseeing employees, assigning/directing/evaluating work, hiring, grievances, etc.).

• Monitoring and tracking programmatic results and efficiencies.
