Duties Description Duties Description:
The incumbent will be responsible for handling complex investigations and technical tasks; training, mentoring and supervising subordinate staff; assigning cases to PCS1s; overseeing and reviewing PCS1's investigations; performing complex interpretations of state and federal pesticide laws and regulations; investigating non-routine complaints and violations; supervising detailed field investigations of pesticide-related accidents and other accidental exposures; providing expert witness testimony in compliance or enforcement matters; coordinating reviews and cooperation with staff in other Department programs or other agencies to address multi-program compliance issues; and processing enforcement case referrals to legal staff; representing the Department in meetings regarding regional or local pesticide issues; representing the Department in emergency response activities associated with the outbreak of insect-borne disease; coordinating the Regional program's emergency response efforts to minimize potential hazards to human health and the environment; implementing the Regional aquatic permit programs and issuing purchase permits; participating in and/or overseeing administration of pesticide certification examinations and recertification or upgrade reviews; providing technical assistance and program related information upon request; promoting, providing and supervising education, outreach and compliance assistance regarding federal and New York State pesticide laws, rules, regulations and policies; and performing specialized pest management related tasks and/or projects, as needed.
Essential Functions:
Must be highly motivated and able to problem-solve and make decisions. Must be very organized and able to effectively manage multiple tasks. Must be able to effectively supervise staff including those located in other offices. Must be able to respond in a professional manner to requests for technical assistance. Must possess good verbal and written communication skills. Must be able to prepare and orally present information to individuals, groups, regulated entities, co-workers, supervisors, government officials, and the public. Experience with giving presentations and utilizing software for presentations is necessary. Must have good interpersonal skills and be able to work, interact and communicate effectively and professionally with DEC staff, the public, federal, state and local agencies, and the regulated community. Must be able to write, interpret and apply environmental laws, regulations, and guidance. Must answer requests for technical assistance or program related information promptly and professionally. Must have a working knowledge of and at least basic ability to manage program-related information in databases and spreadsheets and utilize available information technology tools to promote communication among staff.
Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training. Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Telecommuting may be available, will be discussed at interview
