WHO YOU ARE:
An experienced manager with in-depth knowledge of Texas government procurement and contract management requirements, who is adept at policy development and implementation.
WHAT YOU WILL DO:
As a Director II in this role, you will perform advanced (senior-level) managerial work providing direction and guidance in the strategic operations and planning of the Procurement and Contract Services Department of the Business Operations Division. This position acts as the top procurement leader for the agency and works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
YOU WILL BE TRUSTED TO:
-Direct activities for the agency in procurement, contracting, and grant administration.
-Develop, implement, and (re-)evaluate a strategic plan, goals, objectives, standards, and metrics.
-Develop, review, and approve budgets for the department and its sections.
-Ensure that data is accurately collected and reported internally and externally.
-Identify the need for new and revised departmental policies, procedures, and processes.
-Monitor and ensure compliance with policies and laws.
-Use process improvement to continuously perform with better quality, timeliness, and efficiency.
-Provide consultation, direction, guidance, and assistance to internal and external stakeholders.
-Represent the agency at meetings, legislative sessions, conferences, and seminars.
-Review and act on results of investigations, internal audits, studies, and similar resources.
-Plan, assign, and supervise the work of others.
-Occasional travel to professional conferences/training.
-Perform related work as assigned.
YOU QUALIFY WITH:
-Graduation from an accredited four-year college or university plus five years of full-time experience in the oversight and direction of an agency program; or in strategic planning and policy development and implementation, three years of which must have been in an administrative management or supervisory capacity.
-One year of full-time qualifying experience may be substituted for each year (30 semester hours) of education.
YOU ARE A GREAT FIT WITH:
-One or more years of work experience as an attorney developing contracts $1 million and greater.
-Certification as a Certified Texas Contract Developer.
-Certification as a Certified Texas Contract Manager.
-Five years of work experience in Texas state government related to purchasing and contracting, including work in the development of requests for proposals, requests for offers, and other competitive solicitation instruments.
-One or more years of work experience related to grants, including work in the development of requests for applications, requests for proposal, and other competitive grant solicitation instruments.
-Two years of work experience supervising others at a state agency.
