Duties

As Program Analyst, GS-0343-09, you will Reviews, evaluates and analyzes obligations and expenditures. Prepares aviation summaries from reports submitted by subordinate AASFs (Army Aviation Support Facilities). Summarizes and interprets significant data collected and relates this data to aviation plans, standards and actions; identifies and analyzes deficiencies in resource consumption, training, workload and scheduling, and evaluates deviations from standards, plans and estimates to determine cause and impact on aviation mission. Based upon budget guidance received from higher headquarters, develops an annual budget for the aviation program. Reviews prior and current budgets/ funding trends, compiles funding projections and prepares funding recommendations. Anticipates requirements for aviation funds by reviewing execution plans and recommends appropriate action such as reprogramming funds from one project or facility to another to correct funds shortages .This requires close coordination with the facility and comptroller personnel, and an in depth understanding of the status of the projects and contracts, their completion status and their significance to ensure that the recommendations made will allow for the successful completion of the SAAO's work load and programs. Reviews the status of program milestones and aviation projects and certifies payment of funds after it has been determined that the requirements have been properly satisfied. . Analyzes funding for Flying Hour Program (FHP), Counter-Narcotics Program (CNOPS) and Additional Flight Training Periods (AFTPs) to aid effectiveness and to identify deficient areas or trends. Independently or as assigned undertakes projects which involve surveys, comparisons and studies of current and past operations. Normally defines requirements and extent of study, methods and sources used, and manner of presentation. Determines the significance of the computed statistics, interprets results and states conclusions developed. Determines deficiencies and high failure and man-hour consumption areas. Make constructive recommendations for improving aviation operation methods and procedures. Compares aviation requirements with actual performance and determines the effectiveness of the operation. Accomplishes field surveys for the purpose of developing job standards on aviation surveys. Assists SAAO in interpretation and utilization of reports and information provided. Develops various visual media to present trends, performance status, capability and related management information. Aids functional areas in identifying areas of record documentation and procedures which can be streamlined, combined or improved and initiates methods to operate under the new or revised system. Implements the ARNG Internal Controls Program. Advises management when manpower authorizations, based on analytical and statistical studies, appear unbalanced. Identifies and validates the manning required to support the mission assigned the organization by the use of various forecasting and statistical techniques. Evaluates changes in the aviation operation plan for programs that will affect the FHP and training capability forecast. Determines training requirements for aircrew school training functioning as the principal liaison between National Guard Bureau (NGB), Department of the Army, aircraft manufacturing schools and other Department of Defense schools. Reviews applications for school attendance and recommends approval or disapproval based on eligibility and necessity for course, NGB guidance, budgetary considerations, priorities of attendance and schools requested. Coordinates issuance of appropriate orders for attendance at approved schools, obtains quotas for courses, training information, reporting instructions, personal equipment needed and other information relative to course requirements. attendance and schools requested. Provides cost analysis for unit school proposals and the Synthetic Flight Training Simulator Program (SFTS). Forecasts budgetary requirements to support centralized/ specialized aviation training programs in areas such as ammunition, POL, repair parts, flying hours and personnel requirements. Performs duties of management information systems manager for the SAAO. Analyzes automation needs and recommends systems architecture for all aviation operations. Develops, collects, and maintains various data used to evaluate and improve the aviation maintenance effort. Monitors data input and output products between the aviation budget function and data automation. Evaluates data from any source which is significant to the aviation program operation. Performs other duties as assigned.

THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.

Irregular and overtime hours may be required to support operational requirements or contingencies.

This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

GENERAL EXPERIENCE:

For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:

  1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  2. Plan and organize work; and
  3. Communicate effectively orally and in writing.


SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
