Job Summary

Reporting to the Vice President of Economic & Workforce Development, the Program Director of Adult Education administers the Adult Education program for all counties in the service area (Carter, Greene, Hancock, Hawkins, Johnson, Sullivan, Unicoi and Washington). They provide a program-wide educational atmosphere where adult students have the opportunity to fulfill their potential by earning a high school equivalency diploma and/or improving basic academic skills. They manage the Adult Education staff and are responsible for reporting and documentation.

Job Duties

• Administer Adult Education program activities according to federal, state and local regulations.

• Provide a program-wide educational atmosphere where adult students have the opportunity to fulfill their potential by earning a high school equivalency diploma and/or improving basic skills in math, language, science, social studies and reading and/or showing level gain through the six levels as defined by the National Reporting System (NRS)

• Organize and implement an instructional program that will meet the needs of the adult students.

• Follow the state's initial and ongoing assessment procedures for adult education students.

• Schedule classes at locations and times that are accessible to the students' needs.

• Assemble staff, schedule classes and monitor classroom instruction to ensure that appropriate curriculum and teaching methods are used and that students are achieving academically and attaining their goals.

• Coordinate graduation activities for adult education graduates in each county.

• Plan and evaluate student work.

• Implement and monitor classroom instructional activities to ensure a climate where students are actively engaged in a meaningful learning experience.

• Promote a positive environment throughout the program so that students are encouraged to be actively engaged in the learning process.

• Conduct and/or monitor staff in presenting Adult Education Orientation and Testing using TABE and Official Practice Tests.

• Review Jobs4TN data for scheduling retesting in both TABE and HiSET.

• Orient new teachers and staff to Adult Education program.

• Supervise and evaluate Adult Education program staff.

• Ensure that adult education staff participate in staff development opportunities.

• Establish a procedure for providing alternative instruction when a regular FT adult education teacher must be absent.

• Inform teachers/staff of state policies and recent trends in adult education.

• Keep current with all curriculum changes/additions as set forth by the Division of Adult Education (DAE)

• Work with teachers and students to assess changing curricular needs and offer plans for improvement using the current curriculum developed by the DAE. Provide training for these changes.

• Monitor teacher and staff record keeping ensuring that effective and efficient record keeping procedures are maintained through the current data management tracking system program.

• Model professional and ethical standards when dealing with students, staff, and community.

• Work with external agencies and stakeholders including but not limited to the American Job Centers, county correctional facilities, and industry partners to develop and implement adult education and workforce development services for target populations.

• Work with designated Adult Education staff to develop a Career Pathways Action Plan and subsequently oversee implementation of the plan.

• Work designated Adult Education staff to develop, pilot, and scale-up Integrated Education and Training (IET) programs.

• Assume responsibility for meeting performance goals in his/her course and assist teachers in meeting program-wide goals set by the National Reporting System (NRS).

• Submit AE program reports to the State on or before due dates.

• Prepare the annual AE budget for the district.

• Manage inventory for Adult Education division.

• Work with Finance and Grant Development to prepare monthly reimbursement invoices and maintain monthly time and effort sheets.

• Develop a recruitment plan (with the offices of Marketing and Community Relations) that informs the target populations of program services and attracts prospective adult learners.

• Prepare and deliver presentations to local and regional civic groups and community organizations to expand awareness of the Adult Education program and facilitate recruitment.

• Participate in local and state activities designed to improve adult education.

• Attend state-sponsored Program Director trainings as appropriate or required.

• Complete other assignments as directed by supervision.

Minimum Qualifications

• Bachelor's degree in Education or related field from a regionally accredited institution
• Three years of teaching experience or supervisory experience in an education or nonprofit setting

Preferred Qualifications

• Experience working in Adult Education
• Supervisory experience in Adult Education or higher education
• Conversational ability or fluency in a second language

Knowledge, Skills, and Abilities

• Technology Skills: MS Office suite; videoconferencing software; digital records management systems; general operating systems and data information systems
• Strong communication and interpersonal skills
• Ability to complete multiple projects with little direct supervision.
• Ability to prepare and present information to small and large groups.
• Ability to identify instructional resources for students.

Additional Notes
  • Travel to satellite class locations will be necessary.
  • Able to work a split schedule including up to two evenings per week
  • This position is grant-funded. Continued employment is contingent upon grant funding.
