Clarification from the agency

Internal to agency means current permanent competitive service Department of Defense (DoD) employees. Veterans eligibilities include 30% or more Disabled Vet, Veterans Employment Opportunities Act, and Eligible Veterans (VRA). Duties

  • Leads a multi-functional program support team of engineers, quality assurance technicians, supply chain management specialists, contracting personnel.
  • Reviews existing agreements, prepares new agreements, negotiates terms and conditions, allocates resources, and assesses contract performance.
  • Provides technical guidance and advice to Contract Management Office (CMO) leadership and customers.
  • Oversees/reviews contractor surveillance.

Qualifications

To qualify for a Program Manager (Integrator) Position your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify for the NH-03 level, specialized experience must be at the NH-02, GS-11, or equivalent level under other pay systems in the Federal service, military, or private sector. Creditable specialized experience includes:
  • Leading professionals responsible for surveilling contractors involved with major, defense acquisition of weapon systems/components.
  • Assessing a contractor's risk and opportunity program.
  • Reviewing programs for cost, schedule, and technical performance.
  • Analyzing cost proposals and technical requirements.
  • Creating performance measures to subjectively analyze cost, schedule, and technical performance.
  • Surveilling contractor quality systems, development, and manufacturing processes.
  • Applying Earned Value Management techniques for predictive assessment of cost and schedule performance.


Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
