Open Competitive Provisional: Must possess a bachelor's degree including or supplemented by NINE semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling PLUS THREE YEARS of professional* research experience in the collection and evaluation of quantitative data directed toward review and analysis of healthcare delivery systems, State and federal surveillance systems, health regulatory or policy analysis, or clinical outcomes.

*J.D. or master's degree may substitute for one year of the experience; a doctoral degree may substitute for two years of the experience.

Experience limited to general, non-professional research tasks (for example, legal citation research, bibliographical research, or incidental research functions as part of a non-research job) will NOT be considered qualifying.

Preferred Qualifications: Bachelor's or master's degree in public health, epidemiology, mathematics, statistics, social sciences, economics, computer science, or a related field. Experience with analyzing large datasets, database management, records linkage, and in the interpretation of data analytic results, report writing and public presentation. Excellent written and verbal communication skills.
Skilled in SAS and soL
Proficient with Microsoft Office programs
such as Excel, Access, and PowerPoint. Excellent organizational skills with the ability to work independently and collaboratively in groups.

Duties Description Both positions are located within the Bureau of Narcotic Enforcement. Duties include: collection and analysis of data; development of reports/recommendations regarding program activities and responsibilities; draft and recommend new program regulations, rules, policies, procedures, and standards, as needed; and assist with program implementation. Additional duties include the preparation and publishing of written material in the form of internal and external reports concerning trends and data analysis, correspondence, and other documents related to program functions, including responding to internal and external stakeholders regarding program policies and regulations; track progress of multiple tasks and report to Bureau and DOH Executive Management as requested; assist with administrative tasks, operational activities, and other Bureau assignments as needed; supervise staff carrying out BNE activities.
Item # 51418 will support the Opioid Stewardship Fund program and the Opioid Excise Tax. The Program Research Specialist 2 (Health Systems Analysis) (PRS2) will provide technical assistance to New York State (NYS) licensed manufacturers and distributors with the reporting application and will monitor the submission of data related to the sale and distribution of controlled substances in NYS. The PRS2 will review data submitted by NYS licensed manufacturers and distributors for accuracy and potential impact on payments related to the Opioid Stewardship Fund program and the Opioid Excise Tax.
Item #51425 will assist the Prescription Monitoring Program Registry. The Program Research Specialist 2 (Health Systems Analysis) (PRS2) will assist with programmatic oversight of the administration and operation of the data unit in the Bureau of Narcotic Enforcement. This position will ensure adherence to regulatory requirements and develop plans for continuous quality improvement based on data and program priorities.

Additional Comments DOH's Telecommuting Program for NYS DOH staff has been extended through June 30, 2024.
