Under general supervision of the Information Technology Supervisor II and in accordance with system support, security, and programming standards set forth by the Enterprise Technology Services (ETS) the Information Technology Specialist I (ITS I) works independently as a IT Project Manager demonstrating good understanding of business and technical issues to perform wide range of PMO tasks for the CAPMAN section. The incumbent must demonstrate strong work ethics and sense of work ownership while performing job duties. The ITS I expected to initiate the project assessment, planning efforts, delivery and ongoing support activities within CAPMAN section and program team. The ITS I will provide best project management practices in fast-paced environment and situational specific strategies for timely project delivery.

The ITS I is responsible for providing project management and technical support for the CAPMAN. The ITS I also provides Departmental IT project coordination and tracking, developing policy and procedures for the administrative portions for the IT governance process, completing analysis, and providing additional administrative recommendations for enhancement of CAPMAN section.

Key Roles and Responsibilities performed by this position:

Project Management
Leads and supports CAPMAN section's large multidisciplinary state and contractor teams. Manages scope, schedule, cost, risks, and quality management processes on assigned prioritized security projects and initiatives. Manage and oversee internal project processes to identify, document, mitigate, and manage risks. Develop, manage, and maintain management plans, processes, and procedures. Provide IT project contract management and oversight for contracts related to CAPMAN, EAMI, and other financial management needs. Coordinate the review and approval contract Work Order Authorizations with the appropriate managers and team members.

Compliance Duties
Serve as the Liaison for TMSIS reporting and monthly data issues from CMS. Coordinate and track all federal and state audit requests. Prepare and plan for all annual, bi-annual or other ad-hoc audits. Develops and maintains process documentation to increase smooth implementation.

Admin Support
Provides continuous support to the CAPMAN Admin team, by identifying and analyzing performance indicators and determining improvements and efficiencies on project management processes, plans, policies, tools. Shares and applies lessons learned and uses project management best practices. Develops high level reports for project sponsors, stakeholders, and management. Participate in team building activities and talent life cycle.

Perform other duties as assigned and appropriate to the classification.

The salary offer for this position will start in the lowest range. State salary negotiations are only viable for selected candidates who can demonstrate ability to command more than the starting rate in a comparable position.

Working Conditions

DHCS has embraced a hybrid work environment. Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule per DHCS's Telework Policy, in accordance with Government Code Sections 14200-14203.

Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS' Telework Policy and in accordance with Government Code Sections 14200 - 14203 for employees residing in California.

Should the incumbent ever need to report to an office, they will need to report to a DHCS office located in Downtown Sacramento.
