Under the general direction of the Assistant Director, and working closely with the Research Data Specialist III, the incumbent will independently develop and utilize research methodology to support AHFSS programs with optimizing the use of information technology tools necessary to support efficient and effective business processes. The incumbent will help to ensure all business needs are met as technology improvements are discovered, developed, and implemented. This includes duties such as system user acceptance testing, training, and assisting end users on applications, business process review and re-engineering, data management issue resolution, assisting with data governance, conducting complex data validation, and data management with program expertise on animal health and food safety related activities and projects.

Incumbent must be able to work collaboratively with a diverse team of researchers, veterinarians, environmental scientists, research scientists, investigators, inspectors and information technology professionals to ensure the effective use of research and data analysis projects.

• Serve as a subject matter expert (SME) on AHFSS program activities during the discovery, development, and implementation of information technology projects and solutions

• Act an advanced user of AHFSS information technology systems to provide support to AHFSS program staff

• Facilitate the development, validation, and testing of business process scenarios for User Acceptance Testing (UAT)

• Perform analysis and testing on multiple system environments such as production or UAT to ensure information management technology meet program business needs

Working Conditions

The duties of this position are mostly conducted indoors; however, the incumbent may occasionally be required to work outside and under difficult conditions.

Travel (including nights, weekends, and holidays) for extended periods may be required for meetings and events as well as during an emergency response. During emergency response periods, duties may require working long shifts at hours other than the normal work hours.

Indoor activities may include:

• Operating a computer with various software programs, including e-mail and word processing

• Entering data in a computer database

• Operating a telephone, facsimile, calculator, and copier

• Operating various filing drawers and bins

• Processing paperwork and samples

• Presenting to small groups

Outdoor activities may include:

• Visiting livestock production or livestock processing facilities to evaluate practices and to interact with facilities personnel

• Occasional travel by State vehicle or other modes of transportation to various locations in California

• Standing for extended periods of time

• Exposure to potential allergens

Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.

Department Information
The Animal Health and Food Safety Services division (AHFSS) is responsible for the safety and security of meat, poultry, and dairy products, along with other foods of animal origins. AHFSS provides services to protect the public and animal health through prevention, detection, and eradication of livestock and poultry diseases and dairy contamination incidents, including support for the Animal Health and Food Safety laboratory network in California. In addition, the division protects cattle owners against loss of animals by theft, straying or misappropriation through ongoing inspections and investigative services. AHFSS also provides services to prolong the effectiveness of antimicrobials through monitoring use in livestock and providing stewardship guidance and provides animal care oversight by ensuring covered products sold in California are from animals meeting minimum housing standards.
