Duties Description The NYS Office of Mental Health (OMH) is seeking to fill Research Scientist 1, Grade 18, position in the Office of the Chief Medical Officer, Office of Population Health & Evaluation (OPHE). OMH oversees a variety of initiatives and programs that serve adults with Serious Mental Illness and children and youth with Serious Emotional Disturbance. OPHE provides data collection, evaluation, data management, analyses, visualization and reporting to support these OMH functions. OPHE also maintains the PSYCKES application providing interactive data to behavioral health providers.
The incumbent of this position will support the OPHE Medical Informatics team. The goals of the Medical Informatics team are to coordinate development and testing of new data and features for PSYCKES and other OMH applications, provide high quality training and technical support to users, and promote effective implementation strategies for data exchange and interoperability solutions across New York State healthcare settings.
DUTIES DESCRIPTION:
• Project Coordination and Administrative Support: Coordinate data collection activities such as creating/updating data collection instruments such as online surveys and PDF forms. Establish and maintain systems for recording, tracking, and updating project materials. Develop tracking spreadsheets and monthly/quarterly progress reports using Microsoft Word and Excel. Send electronic mass mailings. Schedule meetings/conference calls; prepare materials for meetings; take detailed minutes and notes. Candidate must be highly organized individual with a strong attention to detail, relate well to a diverse group of project stakeholders, and have the ability to work both independently and as a part of a team.
• Technical Assistance and Management: Provide support via phone and e-mail to OMH application users and project participants by processing requests for information, investigating and resolving issues reported by users, and updating customer service tracking system. Provide guidance and expertise to other Research Scientists working on the OPHE Helpdesks and serve as liaison between other OMH and OPHE teams to field and resolve questions.
• Quality Assurance: Participate in quality assurance testing for the PSYCKES application. Track defects and communicate with members of the information technology and data analysis teams.
• Training: Develop and update training materials, schedule WebEx online webinars, coordinate and lead training webinars, and provide technical support and assistance during trainings.
• Evaluation and Dissemination: Qualitative and quantitative data analysis. Support the development of products to disseminate findings including PowerPoint presentations for conferences, written reports for internal and external (public) distribution, and manuscripts for publication.

Additional Comments Preference will be given to candidates with experience with NYS OMH Medicaid data or other large state or federal databases; expertise in Excel; expertise in sophisticated data modeling techniques; and experience with mental health populations and providers.
