Under the general direction of the Information Technology Manager I (ITM I) of the Research, Compliance & Awareness section, the incumbent will be responsible for maturing the Legislative Data Center (LDC)'s Security Awareness Training program. This includes developing processes, procedures, and best practices aligned with key regulatory frameworks such as SAM, SIMM, and NIST. The role involves formulating awareness and training policies, applying systems life cycle management concepts, and planning project goals to create a culture of cybersecurity across the organization. In addition to these technical responsibilities, the incumbent will take on significant project management and leadership duties, including assigning work, communicating priorities, monitoring progress, and adapting to changing needs to meet established deadlines.

The incumbent's responsibilities will encompass a wide range of crucial tasks, including developing decision-making documents, advising the CISO on cybersecurity governance, and measuring program effectiveness through metrics and reports. As the security awareness platform administrator, the incumbent will manage system configuration and troubleshooting. The role requires staying abreast of cybersecurity trends, collaborating with various departments, and actively participating in team activities to contribute to the program's success. Leadership responsibilities will include mentoring and training team members, providing resources and feedback, and fostering a positive team environment.

The incumbent will demonstrate a creative and innovative mindset, strong problem-solving skills, and the ability to implement effective solutions. The incumbent will be expected to contribute to the organization's change management processes and work closely with security engineers to enhance overall security, awareness, and communication. Project management skills will be crucial, as the incumbent will be responsible for planning and executing complex initiatives, managing resources, and ensuring timely delivery of program objectives. The ability to lead and motivate a team, make strategic decisions, and communicate effectively with stakeholders at all levels of the organization will be essential for success in this role.

Department Information
The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • 3+ years of experience leading and managing comprehensive security awareness training programs, including developing and implementing organization-wide initiatives, creating engaging content, and measuring program effectiveness
  • Demonstrated ability to collaborate with cross-functional teams, communicate complex security concepts to diverse audiences, and provide strategic guidance to executive leadership
  • Proven track record of successfully liaising between IT security teams, professional development office, human resources, and other stakeholders to ensure alignment of security awareness objectives with overall organizational goals
  • Experience designing and conducting phishing simulations, managing learning management systems, and staying current with emerging cybersecurity threats and best practices in security education

Your Responsibilities
  • Create a high-performance environment in the Research, Compliance & Awareness section and within cross-functional service and project teams to ensure the highest quality IT solutions are delivered to meet the business objectives of the LDC's legislative customers
  • Lead a team of IT specialists in the analysis and effective resolution of the most complex enterprise IT problems
  • Think tactically and strategically to provide IT solutions and services that meet the customers' needs while aligning with the IT architecture of the LDC
  • Oversee coordination of priorities and assignments to ensure that project and operational schedule/services/requests are completed within agreed-upon timeframes
  • Keep current on the latest advancement of emerging technologies along with product management practices to ensure product and project development stays on schedule and appropriate action is taken when problems occur
  • Develop process documentation, prepare customer notifications, and create and deliver presentations
  • Prepare and review operational budget estimates, projects proposals, and justification for staffing and other resources
  • Maintain professional internal/external relationships that adhere to the organization's core values
