Under the direction of the Staff Services Manager II (M) for the Self-Determination Program (SDP), the incumbent independently coordinates a range of sensitive and complex activities for the Self-Determination Orientation Project and performs analytical duties such as conducting and coordinating training sessions to educate individuals with intellectual and developmental disabilities (IDD), their families, and other stakeholders on the SDP. The incumbent handles various administrative tasks such as scheduling, website management, supporting registration, issuing certificates, processing invoices, conducting data analysis, and preparing reports. The role involves active stakeholder engagement and providing sound technical assistance related to the SDP.

English/Spanish (bilingual) preferred

This position is located in Sacramento County, however, all counties within California may be consider for the position.

Working Conditions
  • This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager.
  • This position requires travel and occasional work during evenings and weekends.

The State Council on Developmental Disabilities (SCDD) is an independent state agency mandated by federal and state law to pursue systemic change, capacity-building, and advocacy to promote a person-centered consumer and family-based system of services and supports for individuals with intellectual/developmental disabilities (IDD).The goal of the federal law is to enable individuals with IDD(self-advocates) to maximize their self-determination, independence, productivity, and community integration and inclusion. The State Council (Council) consists of 31 voting members, all of whom are appointed by the Governor.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Knowledge of the CA developmental disabilities system, including the Lanterman Act, regional center services, and the Self-Determination Program (SDP). Awareness of current issues affecting individuals with disabilities in the community and familiarity with state and federal regulations related to developmental services.
  • Experience in maintaining cooperative relationships with stakeholders, including regional centers, advocacy groups, regulatory bodies, and policymakers. Demonstrated ability to provide input and guidance on issues affecting individuals with developmental disabilities through effective communication and collaboration.
  • Proficiency in developing presentations using software such as PowerPoint and Google Slides, delivering community training sessions, facilitating meetings, and coordinating community outreach events. Experience with virtual and in-person training platforms is essential.
  • Ability to prepare plain language pamphlets, charts, gr aphs, reports, newsletters, resource guides, and other outreach materials using Microsoft Office (Word, Excel, Publisher) and Adobe Creative Suite or equivalent software. Experience in creating accessible documents in compliance with ADA standards is preferred.
  • Proficiency in using PowerPoint, OneNote, Publisher, Word, Excel, and online tools such as Eventbrite, Zoom, and Teams. Familiarity with infographic design tools such as Canva is required.
  • Ability to perform public speaking duties effectively in both large and small group settings. Experience in delivering presentations to diverse audiences, including people with developmental disabilities, their families, and professionals.
  • Ability to identify and research systemic issues and trends impacting individuals with developmental disabilities. Proficiency in using data analysis tools for analyzing qualitative and quantitative data. Strong communication skills to present findings clearly and concisely to different audiences using plain language.
  • English/Spanish (bilingual) preferred.

2) Please describe a time when you independently coordinated a training session for a diverse audience. How did you ensure accessibility and engagement, and what methods did you use to assess the effectiveness of the training.

3) Please provide an example of a complex analytical project you have managed related to program evaluation or data analysis? Describe how you collected and analyzed qualitative and quantitative data to support decision-making or improve program outcomes, and how you presented your findings to stakeholders.
