S ummary
Join the team responsible for planning, budgeting, funding, oversight, and developing implementation strategies for the MTA's $55-billion Capital Program. Senior Planning and budget Analysts will play a pivotal role in determining what, when, and how the MTA builds-prioritizing capital investments, evaluating project scopes, establishing the project and program budgets, maximizing external funding opportunities, monitoring and reporting on Capital Program performance, and strategically coordinating packaging and scheduling work to maximize benefits and minimize construction impacts to MTA riders.
Senior Planning & Budget Analysts will support MTA C&D Owner Support Resources . This unit is responsible for planning, facilitating, prioritizing, evaluating, and monitoring MTA construction support resources that support the MTA's Capital Program. This position assists in ensuring the optimal provision of operating agency support personnel and equipment ("force account"), including construction flaggers, work trains, and track access, for MTA C&D projects. Analysts will work collaboratively with many MTA C&D and operating agencies to ensure that support resources are planned and provided effectively, efficiently, and aligned with project needs and MTA priorities and constraints.
Responsibilities
Plan, budget, monitor, and coordinate usage of MTA resources (e.g., track access, work equipment, flaggers, and other support personnel) to support the implementation of capital projects.
Prioritize resource assignment as needed, based on criticality, urgency, opportunity, etc.
Identify synergies, opportunities for coordination, piggybacking, etc., to optimize resource provision and minimize customer impacts.
Collaborate with a diverse team of managers and analysts supporting all C&D disciplines.
Assist with managing supply and demand across all C&D projects to optimize the utilization of resources.
Resolve and troubleshoot issues and challenges with operating agency support provision.
Support the development and monitoring of all C&D project force account (support resource) budgets.
Assist with continuous improvement of existing MTA systems used for support resource provision, including Unified General Order System (UGOS), Consolidated Work Train Manifest System (CWTMS), TA Labor Construction System (TLCS), etc.
Support the creation of new tools and systems for planning, tracking, and monitoring support resources.
Work closely with project teams in the C&D Delivery department, contract specialists in the C&D Contracts department, and planning and operations divisions of MTA operating agencies, such as NYCT Operations Planning, Maintenance of Way, and Service Delivery; interface with staff at all levels.
Perform quantitative and qualitative analyses of capital program performance to evaluate progress vs budget, schedule, and other corporate goals and objectives.
Develop reports and presentation materials for internal and external purposes, including C&D Board and Committee materials and reports on special C&D initiatives and other programmatic performance metrics.
Education and Experience
A bachelor's degree from an accredited college in transportation, city or urban planning, engineering, business, accounting, finance, public administration, public policy, or a related field.
Must have a minimum of four (4) years of satisfactory full-time professional experience.
Competencies:
Passion for improving New York's public transit system.
Familiarity with the MTA network and the MTA Capital Program.
Experience with project planning, scheduling, and budgeting.
Excellent communication and interpersonal skills.
Excellent organizational and presentation skills.
Demonstrated ability to work with all internal levels within a given organization.
Demonstrated ability to work in a high-profile, high-pressure environment effectively.
