SAIC seeks an energetic and talented Senior Program and Acquisition Support Systems Engineer to join an exciting program and world-class Systems Engineering and Technical Assistance (SETA) team in Springfield, VA. The successful candidate will be a results-oriented, bias towards action self-starter with a willingness to learn and the ability to be an immediate contributor in fast paced, adaptive and innovative team environments. They will possess strong interpersonal and excellent communication (listening, verbal, and written) skills with the ability to forge and nurture close working relationships with project officers and executive-level leaders, and SETA throughout the customer organization, DoD, IC, industry, and academia. Job responsibilities include providing project and contracts management, tailored rapid acquisition expertise, specialized systems engineering, and technical analysis support for an advanced R&D portfolio that delivers pioneering capabilities in the maritime domain.

Job responsibilities include providing project and contracts management, tailored rapid acquisition expertise, specialized systems engineering, and technical analysis support for an advanced R&D portfolio that delivers pioneering capabilities in the maritime domain.
- Primary tasks include, but are not limited to:
- Provide high-level systems engineering and programmatic expertise to support technology system(s) and requirements development, acquisition, integration, prototyping, testing and evaluation, transition, and deployment activities.
- Support technical project and systems engineering management including Concept of Operations (CONOPs) generation, requirements development, performance work statements development, and integrated milestone/schedule development.
- Provide contract management and acquisition support efforts to include development of contract documents to enable awards to industry partners. Drafting acquisition documents including, but not limited to, Acquisition Strategies, Acquisition Plans, Statements of Work (SOW), Technical Task Orders, and other required solicitation and contract attachments.
- Assist the Government in documenting source selection plans and proposal requirements including writing Source Selection Plans, Proposal Preparations Instructions, and Proposal Evaluation Criteria.
- Conduct analysis and monitoring of requirements, performance metrics, financial limitations, and schedule of award contracts and programs; and proactively address issues.
- Track and perform programmatic reviews of non-SETA contract CDRLs, including assisting the Government with the oversight of the execution of non-SETA contracts.
- Work with government project officers and leadership to translate intent in short and long term (multi-year) strategies, annual technology roadmaps, action plans, and resource allocation decisions; track milestones and evaluate progress toward the customer's strategy and framework objectives.
- Execute reviews of systems development, technical proposals and papers, and use-case specific CONOPs to ensure compliance with government requirements and risk tolerances; compile findings and present recommendations to government project leads in formal reports.
- Participate in and support system, technical, and program status reviews. Manage and facilitate in integrated product teams and working groups.
- Draft formal presentations, proposals, technical papers, meeting agendas, and other formal communications; participate in executive-level meetings, discussions, and program briefings.
- Track tasks, actions, and pending decisions; coordinate with a larger cross-functional team to compile responses to customer tasks, meet suspense dates for actions and prepare program leaders for executive-level decision points (internal and external).
- Author meeting notes, data calls, program status reports and other programmatic documentation.
- Assist customer project officers to promote communication and synchronized actions across a larger team.
Qualifications
Required education and experience:
- Bachelor's degree and nine (9) years of experience in a technical field such as engineering, physical sciences, mathematics, or operations research; additional years of experience may be considered in lieu of degree.
- Experience providing technical project management and systems engineering in support of DoD and/or Intelligence Community (IC) programs.
- Must be able to provide contract management and acquisition support efforts to include development of contract documents to enable awards to industry partners. Drafting acquisition documents including, but not limited to, Acquisition Strategies, Acquisition Plans, Statements of Work (SOW), Technical Task Orders, and other required solicitation and contract attachments.
- An active Top Secret clearance with eligibility for access to sensitive compartmented information (TS/SCI);
- The ability to complete a counter-intelligence scope polygraph (post-hire).
- Advanced degree in a scientific or technical field (Physics, Engineering, Operations Research).
- DAWIA certification in any career fields, PMP, and/or other professional certifications.
