Overview

Silotech Group is seeking a Senior Project Manager to support the Department of Homeland Security's Cybersecurity and Infrastructure Security Agency (CISA). This position is critical in ensuring that CISA's systems achieve and maintain their Authority to Operate (ATO) with a security posture in compliance with DHS 4300A and NIST SP guidance. Essential Role and Responsibilities
  • Oversee the management of the entire contract, ensuring that all subordinate projects, tasks, and activities align with CISA's strategic goals.
  • Serve as the central point of contact for the government for all program-wide technical and management issues.
  • Coordinate and facilitate the submission of contractor employee security and entry-on-duty documents.
  • Track the issuance of Government Furnished Equipment (GFE) and manage any quality or performance complaints.
  • Provide expert advice and guidance to all members of the contractor team on matters related to IT security and project management.
  • Represent the contractor at all post-award status meetings, ensuring effective communication and issue resolution between government and contractor personnel.
  • Ensure conformance with program schedules, costs, and deliverables through rigorous risk management and quality control measures.
  • Prepare and present detailed reports and briefings to CISA and DHS stakeholders regarding project status, risks, and achievements.

Qualifications

Education
  • Master's degree plus 10 years' experience, or
  • Bachelor of Science (BS) degree plus 15 years' experience in a related field (e.g., Information Security, Cybersecurity, Project Management).

Experience
  • Demonstrated experience in managing large, complex IT security projects within a government or military environment.
  • In-depth knowledge of Federal Information Security Management Act (FISMA), DHS Sensitive Systems Policy Directive 4300A, and NIST Special Publications.
  • Proven track record of successful project delivery and stakeholder management.
  • Experience in organizing, directing, and managing contract operation support functions involving multiple, complex, and inter-related project tasks.
  • Strong leadership skills with the ability to manage teams of information security personnel across multiple locations.

Certifications
  • Relevant project management certifications (e.g., PMP, PRINCE2) preferred.
  • Information security certifications (e.g., CISSP, CISM) are advantageous.
