ABOUT THIS POSITION

The City of Phoenix Planning and Development Department (PDD) guides the physical development of the city by preserving our historic sites, planning what can be built where, and ensuring the safe construction of buildings and infrastructure. Currently there is one Senior Business Systems Analyst (SBSA) vacancy on the SHAPE PHX Core Team.

The SHAPE PHX Senior Business Systems Analyst position applies professional planning and development process knowledge and expertise about City of Phoenix specific policies, procedures, and processes to the SHAPE PHX project. SHAPE PHX replaces all the Planning and Development Department's (PDD) business applications. The Senior Business Systems Analyst (SBSA) is assigned as SHAPE PHX Operations or Organizational Change Management support staff, but duties may be cross-functional.

This position serves on the SHAPE PHX Core Team and is responsible for supporting all phases of projects, programs, and initiatives while facilitating requirements management. Areas of support include but are not limited to overseeing business and technical requirements gathering, analysis, measurement, improvement, solution design, assessment, training, implementation, and application usability. The Senior Business Systems Analysts works directly with customers, project managers, team leaders and project team members to help implement and sustain quality business solutions.

The Senior Business Systems Analyst performs systems analysis and support of business systems applications. The classification is responsible for providing technical and business expertise in the analysis, installation, testing and support of business systems. SBSAs work daily with the implementation vendor to ensure business needs are met.

Organizational Change Management (OCM) positions serve on the SHAPE PHX core team and lead efforts to prepare all stakeholders for major changes resulting from implementation of a new business application. This includes leading overall efforts on project awareness, understanding, buy-in and support. The positions are also responsible for engaging representatives of the business to serve as change champions and for supporting supervisors and managers responsible for leading the business through change. Duties include creating user guides, supporting end user and customer training, preparing, and providing presentations, creating web content, and developing other collateral material.

Operations positions serve on the SHAPE PHX core team and assist with the design/testing and implementation of the SHAPE PHX system while assisting in maintaining the legacy system KIVA. Duties include providing Tier I application support for KIVA and SHAPE PHX permitting system, such as onboarding new users to PDD business applications. Remedyforce ticket evaluation and processing. Project data assessment and data management. Participating in design/build iterations, meeting frequently with the business, including attending regular staff meetings and participating in meetings with supervisors and middle managers.

The SHAPE PHX SBSA position requires initiative and independent judgement. Work is managed and reviewed by Plan Review Coordinators or Lead Business Systems Analysts.

SALARY

Pay Range: $76,627 to $118,872 annually.

Hiring Range: $76,627 to $97,780 annually.

MINIMUM QUALIFICATIONS

  • Two years of experience in systems analysis, configuration, and testing of enterprise applications.
  • Bachelor's degree in business, computer science or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Two years of current and progressive experience supporting a software application as BA or support role.
  • Experience contributing to other written business deliverables necessary to increase the business value and/or ensure quality of services and solutions.
  • Experience with and supporting Planning and Development technology/applications (i.e., Kiva, PlanWeb, Electronic Plan Review).
  • Experience communicating, facilitating meetings, and presenting to stakeholders, sponsors, and project teams.
  • Experience with business process mapping and streamlining processes in government environment.
  • Experience assisting and developing training material such as software or workflow processes.
  • Experience gathering and writing business and technical requirements.
  • Experience developing and facilitating user acceptance testing.
  • Experience triaging service requests.
  • Cross functional teams experience supporting large department programs and/or projects.
  • Monitor/manage email communications for external/internal customer requests.
  • Project coordination / system implementation experience.
  • Statistical or workflow analysis experience.
  • Application usability experience.
