Leidos has an extensive Proposal Operations team that supports growth objectives for the US Navy & Marine Corps IT Business Area. This Business Area includes the Service Management, Integration, and Transport (SMIT) contract, which is the largest IT services program for the Navy, delivering the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport.

Leidos is seeking an experienced candidate for a Senior Proposal Manager/Quality Assurance Lead position within the Navy & Marine Corps IT Proposal Operations organization.

This position is responsible for leading a proposal team through understanding customer requests and developing accurate, awardable, and executable proposals, planning ROMs, and assist creating customer presentations. In this position, the candidate will work with various departments throughout our company and internal to the US Navy & Marine Corps IT Business Area to respond to customer contract modification and order requests and manage the end-to-end process from pre-proposal and request receipt through proposal development, negotiation, until award. The candidate is responsible for performing or coordinating all activities to complete bids, with the exception of pricing and solution development, under very tight deadlines.

The Senior Proposal Manager/Quality Assurance Lead will directly support the Navy & Marine Corps IT Business Area, including the three domains of SMIT, inclusive of NMCI, ONE-Net, and MCEN. The candidate will support development of quality new business and on-contract-growth/sole source efforts for service orders, program modifications, and project orders and requests. The candidate should have an understanding of Federal contractor bid and proposal management standard practices. The successful candidate must learn and adapt quickly to new processes and technologies and have ability to work in a self-driven manner in a fast-paced environment. In this position, one must exhibit strong leadership skills and the ability to work with program and functional teams to drive tasks to closure.

Primary Responsibilities
  • Lead strategy sessions on assigned proposals as well as customer negotiations.
  • Lead proposal and other responses to Government requests for medium to high complexity program modifications and projects as well as critical service orders.
  • Lead efforts to enhance standard proposal libraries in support of organization-wide proposal development tools and templates.
  • Ensure proposals are properly scoped, evaluate assumptions, identify risks, evaluate cost, and ensure responses meet requirements.
  • Develop and oversee proposal schedules, ensure milestones/tasks are met by internal and external teams, ensure teams meet and exceed proposal deadlines, and deliver on commitments to the Government.
  • Ensure all materials developed by the team is accurate and meets financial and business objectives.
  • Lead proposal writing and identify subject matter experts that can effectively contribute to responding to proposal requests.
  • Help develop presentation materials for both internal and external needs and ensure consistency and adherence to company's requirements.
  • Drive teams through all stages of proposal development including BOE and BOM activities, pricing, and submissions.
  • Interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs)
  • Facilitate proposal reviews (e.g., AMU's, Initial Draft, Red Team) and make ongoing recommendations to ensure compliance and increase proposal scorability
  • Author, compile, edit, and proof programmatic, deliverable, and proposal documents, workbooks, and presentations using internal approval processes in compliance with customer and business operations schedules.
  • Ensure that presentation materials and documents conform to program standards and Data Item Description (DID) requirements and that branding/messaging of documents adhere to program and customer standards.
  • Support continuous improvement of processes and efficiencies.
  • Work closely with Proposal Managers, Solution Leads, Contracts, and other staff, and be responsible for managing multiple assignments simultaneously.
  • Ensure document and version control for all deliverables assigned.
  • Work in an internal document Microsoft SharePoint Online library with assigned deliverables.
  • Lead in developing and updating program style guides.
  • Provide or coordinate special documentation services as required, which may include collection, development, editing, and peer review of proposals, training, and other materials, as assigned.
  • Lead development and management of all document services and quality assurance related activities within the Navy & Marine Corps IT Proposal Operations.
  • Lead process documentation for execution of proposals that align with Leidos corporate requirements.
  • Participate in continuous improvement of processes and efficiencies that result in high quality documents and deliverables.
  • Lead efforts to enhance standard proposal libraries in support of organization-wide proposal development tools and templates.
  • Maintain tight, proactive communication with proposal and business unit leadership to ensure all necessary resources and activities are available to achieve a successful proposal submission.
  • Manage multiple proposal tasks with sometimes rapid turnaround deadlines.
  • Other duties as required.

Basic Qualifications
  • BA/BS or equivalent experience and 12-15 years of prior relevant experience or Masters with 10-13 years of prior relevant experience.
  • Exhibit leadership qualities required to coordinate and lead meetings with internal and external stakeholders.
  • Strong customer communication skills, with the ability to illustrate a clear understanding of RFPs/SOOs/SOWs.
  • Prior experience in the development and management of federal contract proposals.
  • Strong analysis skills, with the ability to identify and improve processes and determine needs to successfully deliver proposals in short turnaround timeframes.
  • Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment.
  • Utilization of tools such as SharePoint, MS Project, Excel, and Word.
  • Excellent verbal and written communication skills, with the ability to succulently communicate.
  • US citizenship and the ability to obtain a DoD SECRET security clearance.
  • Ability to manage multiple projects simultaneously.
  • Ability to manage geographically disparate teams.
  • Ability to create original content using interview and research techniques.
  • Considered a Subject Matter Expert in Proposal Management

Preferred Qualifications
  • Currently possess an active DoD SECRET security clearance.
  • Working knowledge of Leidos' proposal processes and standards.
  • Experience bidding on DON RFPs, especially modifications to existing contracts.
  • Experience with Program/Project Management principles and concepts (WBS, PWS, IMS, RACI, Risk Management).
  • Prior experience with Navy programs.
  • Government proposal management experience for IT solutions and services procurements.
  • Formal proposal training and/or relevant certifications (e.g., APMP, PMP).
  • Ability to remain upbeat, positive, and constructive within a dynamic environment operating under high-pressure deadlines.
  • Confidence with additional proposal-relevant software, such as Project, On-Target, etc.

Pay Range: Pay Range $122,200.00 - $220,900.00
