Strategic Analysis, Inc. seeks a S&T Policy Analyst to provide direct support to a small group within the Office of the Under Secretary of Defense for Policy (OUSD(P)) that leads the development, coordination, and implementation of specific policies within the DoD to address newly identified and potential threats to persons in the U.S. Military Services. The office interacts with scientific and technical experts, multiple Components, and agencies across the DoD, and responds to coordination bodies across the U.S. government. The position will also serve as a liaison between the OUSD(P) and the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).
This is an on-site position located in the Mark Center of Alexandria, VA. On-site requirements are five (5) days per week with limited telework.
Responsibilities:
• Support policy development initiatives, including the draft, edit, and coordination across the DoD Components and the Intelligence Community (IC).
• Conduct independent research in and analysis of existing and proposed departmental policy issuances, the National Defense Authorization Act, and other material. Present and develop recommendations based on findings.
• Aid in the development of correspondence and talking points.
• Draft reports on policy initiatives. Coordinate and adjudicate comments.
• Develop programmatic material required to support position papers, reports, briefings, Congressional testimony, and inquiries from internal and external stakeholders. Maintain document control and cognizance of all actions.
• Work with counterparts in the OSD, Military Services, and IC to collect data, metrics, and other information used by senior DoD officials to make important strategic decisions and to assess progress, collaboration, adequacy of resources, and R&D coverage of capability gaps across the Department.
• Support committees, working groups, and strategic communications efforts that promote intradepartmental collaboration and interagency cooperation.
• Serve as an action officer for the OUSD(P) and liaison with OUSD(R&E) on the S&T line of effort.
Requirements:
Clearance: TS/SCI is required.
Education: Bachelor's degree from an accredited college or university in medicine, biology, neuroscience, toxicology, or other science and technology related subject is required. At the discretion of the Government, specialized experience may be substituted in lieu of specific educational requirements.
Work Experience/Skills:
• A minimum of five (5) years of recent and relevant experience is preferred.
• Experience coordinating activities across various levels of the OSD, Services, and the Intelligence Community, and appropriate handling and communication of classified information.
• Demonstrated experience leading projects from inception through completion with minimal direction.
• Ability to respond and shift priorities in a rapidly changing environment.
• Proficient in technical research, policy coordination, writing, and briefing development.
• Knowledge of DoD PPBE / POM processes and timelines.
• Excellent communication skills, unstructured verbal interactions, briefings, and meeting moderation.
• Ability to work independently with both junior and senior staff in a distributed environment while maintaining a strong commitment to deliverables scheduled.
