About the Agency:

The Virginia Department of Military Affairs is a Commonwealth of Virginia state agency that provides professional and responsive support functions to the Adjutant General of Virginia, the Virginia National Guard, the Virginia Air Guard, and the Virginia Defense Force in order to ensure their ability to support and defend the United States and the Commonwealth of Virginia.

Purpose of Position:

This position serves as the primary point of contact for the State Tuition Assistance Program (STAP). Provide educational guidance to members of the Virginia National Guard (VAANG), to include state benefits, availability of in-state rates, approved schools, and integration with federal benefits. Secondary approver of requests for Tuition Assistance. Secondary processor of invoices from schools. Maintains an understanding of budget position. Serve as a backup collections representative, reimbursement request processor and Special Arrangement Contract (SAC) coordinator with all eligible schools. May be required to travel to brief members of the VAANG on benefits, policies, and procedures.

Job Duties:

As required, makes recommendations for changes to VA law and/or DMA policies and procedures for State Tuition Assistance program;

Reviews and implements retention requirements under SAC and reimbursement program (required hard copy files i.e. W-9 & promissory notes);

Maintains contact with federal tuition representatives and recruiters and maintains an awareness of federal benefits;

Processes request for tuition assistance within 30 days of semester deadline;

Reviews all request to ensure eligibility with no errors;

Prepares student document packets.

Minimum Qualifications

Considerable knowledge of state law, regulations, and policies concerning state education issues and benefits;

Excellent verbal and written communication skills;

Demonstrated customer service experience, both internally and externally;

Demonstrated ability to work with a variety of government and commercial databases and spreadsheets;

Strong ability to prioritize work and effectively work under period of stress;

Significant experience in entering data into a database and retrieving various management reports;

Broad experience in presenting information to groups and individuals through public speaking or as an instructor/trainer;

Working knowledge of developing and maintaining budgets as well as processing invoices;

A valid Driver's License with an acceptable driving record is required;

Must be willing and able to travel throughout the Commonwealth of Virginia as needed;

Experience processing invoices, maintaining logs, and internal controls.
