Six years of experience reviewing criminal histories, pistol permit records, police or law records, or data analysis involving the review of multiple sources to develop and reach an eligibility determination. One year of this experience must be supervisory.

Duties Description The State Police Operations Specialist 3 (SPOS), SG-18 assigned to the New York State Police Central Records/FOIL-Body Worn Camera (BWC) Unit will provide administrative and staff support to the two (2) Attorneys (Record Access Officers) and staff assigned to the Unit. This includes, but not necessarily limited to, managing the office and all support activities within the Unit. In addition, the SPOS 3 will assist in the administration and performance of the functions of the Records Access Officer for the Freedom of Information Law (FOIL).

DUTIES

Develop and maintain expert knowledge of the requirements of Rule 8 (NYCRR 483.3) of the New York State Police Administrative Manual and Section 6 of the Public Officers Law, as well as all other state and federal statutes governing the release of Division records, more importantly the Freedom of Information Law (FOIL).

Process Freedom of Information Law (FOIL) requests; research and analyze the information to respond to requests and develop status reports to support the Division of State Police reporting requirements.

Prepare responses to the Freedom of Information Law requestors and agency management as requested in accordance with the New York State Freedom of Information Law. Responses will be in accordance with Division policy and all applicable statutes.

Assist FOIL Attorneys (Records Access Officers) with acting as a liaison to State and Federal Courts, County and local agencies to obtain necessary information relative to FOIL requests.

Conduct searches and research based on FOIL requests.

Proactively provide support to all aspects of the Central Records/FOIL-BWC Programs to ensure compliance with established policies, procedures and timelines.

Provides ongoing guidance to both staff and management related to the full range of agency FOIL administration, including appropriate Troop Headquarters personnel.

Contact Troops, Details and Sections to identify and retrieve all applicable records in response to FOIL requests.

Provide information in response to inquiries regarding Division policy and the Freedom of Information Law to attorneys, insurance agents, private investigators, media personnel and the public.

Interact with Division Counsel, the Attorney General's Office and County District Attorney's as required.

Supervises support staff assigned to the office by performing a full range of supervisory activities.

Conduct studies to determine the efficiency and effectiveness of the staffing patterns, work methods and procedures of the Central Records/FOIL-BWC Unit and recommends revisions, where appropriate.

Prepares procedures to describe, revise, and control work activities within the Central Records/FOIL-BWC Unit.

Coordinates and prioritizes workflow to ensure timely response to all requests.

Keeps abreast of State and Federal laws and regulations regarding FOIL and the administration of FOIL requests.

Compiles data and prepares reports and recommendations on FOIL and BWC activities.

Designs, revises, and controls the use of required forms.

Responsible for the maintenance and tracking for all FOIL activity, including the development and implementation of record-keeping systems and controls.

Educates and trains staff members on records management.
