Summary of Position

Under general supervision, develops expertise on how the system functions from a technical perspective and serves as liaison between IT and the user community and, if applicable, business analysts. Helps affect system installations, modifications, and on-going enhancements to routine and non-routine system operations. Assists with the maintenance, development and customization of the system(s). Processes information and maintains codes, tables and reports. Prepares and creates statistical summaries and special reports. Serves as system support to users. Conducts audits and testing of system. Works in some but not all phases of systems analysis and considers the business implications of the application of technology to the current business environment. Typically reports to Manager or Director.

Essential Functions

• Interacts and consults with user departments to identify system requirements and solve moderately complex business problems. Identifies aspects of the assigned problem and evaluates user requirements in terms of the capabilities of available hardware and software. Prepares detailed technical design and programming specifications, diagrams and charts from which programs can be written or assists higher level analysts in writing specifications. Work requires limited supervision after assignment.

• Works on the development of feasibility analysis of requested changes and/or system implementations. Works with programmers to complete system and integration testing, and documents the technical requirements for the interfaces including error trapping and problem escalation workflows. May be required to support the system set-up tasks as well as perform detailed analysis and troubleshooting when problems arise.

• Maintains the operational integrity of system files and databases for either a moderately complex system or for specific elements of major or complex systems. Maintains controls, coordinates and standardizes tables within the system.

• In conjunction with IT, develops, updates, and modifies codes, tables, reports and other systems applications. Creates, modifies and runs global import functions. Updates and modifies information on individual and multiple records.

• Conducts system testing and troubleshoots system errors. Runs audits and checks to ensure accuracy and integrity of data. Resolves discrepancies in information.

• Serves as liaison to departmental users on system functionality and capability. Ensures accuracy, efficiency and integrity of the system's files and databases by running audit reports. Responds to inquiries regarding information accuracy. Serves as the primary contact to end users, resolving most data processing issues or problems. Refers highly complex issues and problems to supervisor.

• Provides analysis and support for implementation, modification or upgrade of system to best meet business and user needs. Initiates and implements systems design projects of moderate size and complexity. Writes detailed description of user needs, program functions and steps required to develop or modify computer programs.

• Works on implementation of system enhancements and updates. Assists testing of new system updates or configuration choices. Works with programmers to debug system as required to eliminate errors.

• Generates routine reports and designs special reports as requested. Identifies customer needs, evaluates existing reports and recommends or develops additional ad-hoc reports.

• Assists user departments in developing procedures and trains personnel on the use of the system.

• Maintains a thorough understanding of the business functions in order, capacity and limitations of equipment, and desired results in order to resolve data processing problems.

• May perform routine data processing pertaining to the information system(s) and keep track of any data entry source documents received.

• May evaluate and recommend software packages as needed.

• May serve as a point of contact for vendors as it relates to the system.

• Performs all job functions in compliance with applicable federal, state, local and company policies and procedures.

Minimum Requirements

Education: Bachelor's Degree (or equivalent education, training, or experience) in Business Administration or related discipline

Skills and Experience: Three to five years' experience in complex system administration. Experience with on-line systems and database management. Strong analytical ability to conduct, test and document the operation of the Information System(s). Knowledge and understanding of complex systems operations, information flows, and sound practices to ensure credibility of the system. Excellent interpersonal skills to interact effectively with all levels of personnel in discussions and explanations of complex systems. Strong communications skills, including effective oral presentation skills and excellent writing skills. Demonstrates the ability to manage small projects pertaining to the information system. Proficiency with other business related software applications (i.e., MS Word, Access, Excel, etc.)
