Program Specialist III (Program Specialist)

The Program Specialist performs complex technical assistance work for the Human Resources (HR) department. As the Human Resources project manager, you plan, coordinate, and monitor completion of projects. Project manager works under general supervision with moderate latitude for the use of initiative and independent judgment.

This position:

• Coordinates, plans, and evaluates projects using project management best practices.

• Creates project schedules and schedules components for all phases of a project.

• Recommends potential projects for human resource management.

• Monitors projects to ensure completion within established timeframes.

• Serves as the human resources site manager for SharePoint.

• Documents project plans, procedures, and changes.

• Performs other duties as assigned.



Qualifications:

This position requires:

• Graduation from an accredited four-year college or university with a degree in business, management, public administration, human resources management, or a field relative to assignment.

• A minimum of three years of relevant project management work experience.

Note: Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis.

Additional job details:

This position requires regular work attendance. The position may be eligible for a hybrid work schedule. If eligible, the employee must have a secure, dedicated workspace with reliable broadband internet service. The ideal candidate must be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.

This position requires demonstrated knowledge of:

• Effective project management techniques.

• State laws related to human resource administration.

• Data analytics to formulate information into concise clear reports, graphs, PowerPoints, etc.

This position requires demonstrated skill in:

• Problem solving, decision making, and planning.

• Effectively communicating both verbally and in writing.

• Computer software to assist in preparing human resource reports.

This position requires the demonstrated ability to:

• Apply critical thinking to analyze and interpret information.

• Gather assemble, correlate, and analyze facts for problem solving.

• Maintain confidentiality of information.

• Effectively manage competing priorities.

• Effectively communicate with all levels of employees and the public.

• Establish, promote, and maintain effective working relationships with managers, team members, co-workers, and the public.
