Network Specialist IV (Network Specialist)

Performs advanced technical work in maintenance, programming and other support of agency network infrastructure and related systems. The incumbent maintains complete documentation of assigned systems and follows standard operating procedures in performance of assigned duties. Work is performed under minimal supervision with considerable latitude for the use of initiative and independent judgement. Required to travel throughout the State of Texas. May be required to work overtime, on holidays and weekends. Observes all applicable agency policies and procedures, including adherence to established leave and attendance policies, safety rules and regulations, and use of state property.

This position:

• Uses software monitoring tools and other techniques to maintain high quality diagnostic capability to solve complex networking problems.

• Leads or assists with the installation, maintenance, administration, and troubleshooting of local- and wide-area network technologies including, but not limited to: VLANs, BGP, VoIP, Quality of Service, Routing, Switching, Wireless Networking.

• Conducts studies regarding system usage, makes recommendations for improvements and system requirements, reviews network/voice systems plan for completeness and accuracy.

• Maintains liaison with network/voice vendors about proper operation, installation, and maintenance of equipment, and network attached.

• Maintains current knowledge of network/voice systems (hardware and software), modifications, and improvements.

• Plans and communicates effectively while assigning tasks, training and supervising the work of others.

• Performs other duties as assigned.



Qualifications:

This position requires:

• Graduation from an accredited four-year college or university with a degree in computer science, management information systems, electronic engineering, or related field is preferred.

• Three years' experience in maintenance, installation, and configuring network infrastructure and related telecommunications equipment both on-site and using remote access software.

Note: Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis.

Additional job details:

This position requires regular work attendance. The position may be eligible for a hybrid work schedule. If eligible, the employee must have a secure, dedicated workspace with reliable broadband internet service. The ideal candidate must be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.

Preferences for this position include:

• One-year vocational school or completion of a vendor-supplied program of study in computer networking.

• Cisco CCNA, CompTIA Network+

• Experience writing scripts to automate processes, e.g., Python, Perl, Bash, PowerShell.

• Experience with the following Cisco products; Identity Services Engine (ISE), Firepower Management Console (FMC), Cisco Next Generation Firewalls, VPN, 9K switches, routers, Umbrella SWG, and Meraki wireless.

This position requires demonstrated knowledge of:

• Networking/voice principles, equipment, procedures, terminology, standards and wiring technologies.

• Network facilities.

This position requires demonstrated skill in:

• Problem solving and critical thinking.

• Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.

• Using personal computers sufficient to enter and extract data from related systems and programs such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.

• Installing, maintaining, administering, and troubleshooting routers, switches, and other network infrastructure equipment.

• The installation of small to medium sized managed network hardware.

• Communication and in working effectively with all levels of employees and the public.

• Recognizing, analyzing, and resolving network problems.

This position requires the demonstrated ability to:

• Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.

• Maintain the confidentiality of sensitive information.
