Position Information

TXDOT's Dallas County Area Office is looking for a Design Specialist to design, manage, and coordinate plans for various construction projects throughout Dallas County. In this role, you will assist with project planning and development for projects involving constructing, maintaining, and repair of our highways, bridges, and other transportation infrastructure within Dallas County. While working closely with co-workers within a small team, you will build and oversee new projects from the design stage through the letting and bid process, assist in assigning bridge action-items to your design projects to facilitate on-going infrastructure repair, as well as manage & coordinate project deliverables assigned to other in-house groups.

Position Description

Transportation Specialist II: Provides technical expertise and coordination for transportation programs involving multiple design and/or building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Transportation Specialist III: Provides technical expertise and coordination for transportation programs involving multiple design and/or [advanced] building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and [oversight], and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. [Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence].

Essential Duties:

Transportation Specialist II

  • Assists in prioritizing and scheduling projects.
  • Assists with project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
  • Assists with project design involving design calculations and sketches of plans, layouts and typical sections.
  • Coordinates compilation of complete plan packages for submission to the responsible engineer or architect for review and signature.
  • Coordinates design work among TxDOT entities, consultants and contractors.
  • Develops site layouts utilizing engineering workstations and software.
  • Evaluates and analyzes design issues.
  • May serve as a lead worker and the related tasks.
  • Represents the Department at various meetings.
  • Reviews and oversees plan packages submitted by consultants.
  • Performs other job responsibilities as assigned.


Transportation Specialist III

  • Assists in overseeing project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
  • Assists in overseeing project design involving design calculations and sketches of plans, layouts and typical sections.
  • Evaluates and analyzes complex design issues.
  • Assists in prioritizing and scheduling projects.
  • Coordinates compilation of complete plan packages for submission to the responsible engineer or architect for review and signature.
  • Develops site layouts utilizing engineering workstations and software.
  • May serve as a lead worker and the related tasks.
  • Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.
  • Represents the Department at various meetings.
  • Researches and evaluates data, interprets and analyzes results, prepares reports and recommends solutions to problems.
  • Reviews and oversees plan packages submitted by consultants.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Transportation Specialist II:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 4 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by fulltime or prorated part-time equivalent).

Transportation Specialist III:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by fulltime or prorated part-time equivalent).

Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.
