POSITION OVERVIEW :
The purpose of this position located within the Safety Resources section is to provide department-wide management of the Emergency Management and Response Program for the Watershed Protection Department, a stormwater utility. This position will be responsible for designing, developing, implementing, managing, establishing, and maintaining the departmental programs and plans that feed into overall City emergency planning and operations. These include Continuity of Operations plan, Emergency Preparedness and Response plans, and standard operating procedures (SOPs) to ensure the department is in compliance with local, state, and federal requirements regarding all emergency management aspects. This position will report directly to the Executive Team of the department during emergencies and alongside the Safety Resources Office Manager, will guide and advise the Executive Team in all planning and budgetary decisions for the department's emergency management program.

Preferred Qualifications
Preferred Experience:
  • Experience managing an emergency management program in a utility, municipality, or other similarly regulated entity, and knowledge of federal, state, and local laws, regulations and policies in regard to emergency management.
  • Experience working in a consultative role to supervisors, managers and executives as a subject matter expert in emergency management.
  • Experience delivering training, conducting drills, workshops, and exercises related to emergency planning and response including Continuity of Operations plan and Emergency Preparedness and Response plans.
  • Strong problem-solving, decision making, and organization skills with the ability to prioritize tasks and make decisions independently in an environment with frequent interruptions and under intense pressure.
  • Ability to develop relationships with other entities and outside organizations including Homeland Security, fire, and police organizations, the state office of emergency services, red cross, and volunteer/non-profit organizations to ensure a rapid and coherent response in emergency situations.
  • Ability to travel to more than one work location.
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Prepare and maintain all emergency plan documentation.
  • Coordinate all emergency plan activities, including training and emergency preparedness drills.
  • Define roles and responsibilities necessary for all levels of emergency response.
  • Establish and maintain Mutual Assistance Agreements with other utilities and organizations.
  • Design and deploy Incident Command System training for appropriate staff.
  • Serve as advisor to the Incident Commander during emergency response situations.
  • Provide curriculum development assistance to System Operations.
  • Serve as liaison to all emergency agencies and the EOC .
  • Serve as the Team lead in utility business continuity planning.
  • Represent the utility on citywide emergency response and business continuity preparedness drills.

    • Knowledge of the Incident Command System and regarding emergency response planning
    • Knowledge of applicable processes, techniques, and methods.
    • Knowledge of Federal, State, Local laws, and ordinances emergency response.
    • Knowledge and understanding of utility facilities, operations and processes in the distribution, treatment and collections systems
    • Skill in oral and written communication.
    • Skill in handling multiple tasks and prioritizing.
    • Skill in using computers and related software applications.
    • Skill in planning and organizing.
    • Skill in negotiating common practices between the utilities and other emergency agencies.
    • Ability to work with frequent interruptions and changes in priorities.
    • Ability to train others.
    • Ability to quickly recognize and analyze irregular events
    • Ability to exercise good judgment, tact and diplomacy in all public dealings.
