Introduction

DET is hiring two Vendor Management Specialists to support the State of Wisconsin Enterprise!

This position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically. This schedule may change based on operational needs and organizational requirements.

Position Summary

Under the general supervision of the Vendor Management Supervisor, this position will be responsible for strategic vendor contract administration by ensuring contract adherence in resolution of operational disputes, documenting non-performance matters, budgetary forecasting, and escalating appropriate issues for official action to the State Bureau of Procurement (SBOP) contract manager. This position will also serve as the principal technical authority responsible for validating and managing the vendor relationship for some of the highest spend and most critical DET technical contracts.

This position will advise DET management, agency executives, program staff, IT managers and IT governance bodies on enterprise matters and work with the providers who deliver these services as it relates to: 1) appropriate enterprise technology strategies and goals in support of documented agency and education needs; 2) business analysis of enterprise technology needs across State agencies and levels of government; 3) technical contract administration and management of multiple vendors responsible for providing statewide, multi-agency services; 4) network or service issues having statewide impact; 5) preparation and analysis of return on performance measures for DET services; 6) recommendations related to proposed technical efforts whether proposed by DET, state agencies, consortia or other levels and branches of government.

Salary Information

Starting salary for the IS Enterprise Strategic Planning Services Specialist (07-33) be between $34.16 - $52.40 hourly. Salary will be determined by applicant qualifications. A 12-month probationary period is required. Pay for current state employees will be in accordance with the State Compensation Plan.

Job Details

Due to the nature of the position, DOA will conduct fingerprinting and background checks on applicants prior to selection. DOA does not sponsor work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form upon hire.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process.

Qualifications

Minimally qualified candidates will have experience with ALL the following:
  • IT contract management and administration
  • Analyzing and modifying IT licensing terms and conditions
  • Strategic and business planning, standards formulation, and/or development of policy recommendations on the use of information technology in state operations.
  • Communicating technical concepts and/or processes to both technical and non-technical audiences
  • Building and maintaining effective relationships with vendors

In addition to the minimum qualifications above, well qualified applicants will also have at least one of the following:
  • Experience providing IT support/services
  • Experience managing IT licensing portals
  • Experience processing and tracking IT financial transactions
