This position is located in the Water Resources Allocation Program (WRAP), Water Rights District IV in Las Cruces, New Mexico.

Why does the job exist?

The purpose of this position is to assist with the review of water rights applications/permits, prepare memorandums and recommendations on water right applications and assist in the administration of surface water and groundwater resources within the administrative boundaries of the District IV Office. This position provides assistance to the general public answering water rights inquiries by utilizing a working knowledge of New Mexico Statutes and Office of the State Engineer Rules and Regulations with respect to water rights administration. It also ensures compliance with conditions of approval on groundwater well permits, makes recommendations on well construction, and conducts field investigations. This position may testify as an administrative expert in administrative hearings on aggrieved and protested water right applications.

How does it get done?

The incumbent will provide the following job duties:

1.Permit, administer and account for water rights (surface water, groundwater and groundwater supplemental to surface water) in accordance with New Mexico Statutes, court decrees, State Engineer's rules and regulations and according to OSE/ISC permits and licenses.
2. Assist the District Manager and other staff in the administration of water rights and water allocations within the district's boundaries.
3. Investigate complaints of violations of water use and prepare findings and recommend action to be taken.
4. Assist the public with the filing of water right applications and other associated documents by providing technical information needed to complete the application forms.
5. Represent the State Engineers Office at public meetings and/or provide technical expertise via public meetings/public presentations/trainings.
6. Research water right files, survey maps, aerial photography, and other historical data as required in the preparation of recommendations for pending water rights applications.

Ideal Candidate

The ideal candidate will have the following:
1. Education, knowledge and experience with New Mexico water laws, agency rules, regulations, policies and practices.
2. Ability to represent and speak on behalf of the agency at meetings and public events.
3. Experience and extensive knowledge of New Mexico water right issues.
4. Ability to work closely with the water rights managers to ensure objectives of the Water Rights Divisions are met consistently and with sound, defensible judgment.
5. Ability to communicate effectively both verbally and in writing.

Minimum Qualification

Bachelor's Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

This position will be primarily in an office setting with extensive personal computer and telephone usage including extended periods of sitting. This position may require occasional hiking and/or walking long distances over difficult terrain and work in adverse weather conditions. Must be able lift 25lbs and use hand tools. Travel is required, which includes driving a state vehicle. May be required to work at alternate work sites for short durations.
