Why does the job exist?

The purpose of this position is to provide customer assistance to the public regarding water rights. Perform technical review of water right applications. This position will also monitor permit holders to ensure compliance with permit conditions. Conduct investigations and compile water right documentation for alleged illegal uses as well as compiles water rights documentation for aggrieved or protested water rights applications. Perform water level measurements. This position also monitors permit holders to ensure compliance with permit conditions and processes related water documents into the WATERS database. It provides customer assistance to the public on water rights applications, conducts investigations and compiles documentation for alleged illegal uses, as well as compiles water rights documentation for aggrieved protested water rights applications.

How does it get done?

1. Incumbent must strive for consistency in accordance with state law, rules and regulations and the policies of the State Engineer/Interstate Stream Commission.
2. Analyze water right applications for completeness.
3. Prepare and review legal notices for publication.
4. Prepare memorandums recommending approval or denial of water right applications.
5. Abstract water rights files and enter information into the WATERS Database system.
6. Make recommendations on all types of well construction and well permits.
7. Incumbent should be able to complete job duties independently.
6. Fieldwork measuring depth to water table, determining irrigated acreage, reading meters, determining water usage, responding to complaints.
7. Identify irrigated acreage, well locations, conveyances, utilizing GPS and GIS applications.

Incumbent will assist the general public regarding water rights inquiries whether in person, sub office locations, by telephone, in writing or email.

Ideal Candidate

The ideal candidate should have the following skill set:

1. Ability to perform technical writing and review complex information/data.
2. Possess excellent customer service skills and experience.
3. Ability to work independently with little supervision.
4. Ability to express complex issues verbally and in writing to supervisors, coworkers and the general public.
5. Direct experience with New Mexico Statutes and Administrative Guidelines, Rules & Regulations as they relate to water rights and/or natural resources administration.
6. Direct experience with basic groundwater and surface water flow modeling, and aquifer testing.
7. Direct experience using GIS software, including creating and maintaining maps and geodatabases.
8. Experience evaluating water resources data, performing an in-depth analysis, and the preparation of moderately complex water resources reports.

Minimum Qualification

Bachelor's Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience. Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with extensive computer and telephone usage to include working with faxes, copiers and printers. Extensive interaction with the public by phone and in person. There are extended periods of sitting and researching large amounts of data. This position also includes working in the field that consist of rough terrain including heat, cold, humidity, and wind to determine water usage or irrigated acreage, and read meters. May have to climb, reach, kneel and crawl to perform field job duties. May also lift up to 20 pounds. Travel is required. This position must also follow all safety protocols in the office and in the field.
