The Office of the Natural Resources Trustee (ONRT) seeks compensation from polluters when New Mexico's natural resources such as water, plants, wildlife, land, aquatic or terrestrial habitat, fish, wildlife, and/or ecosystem biota are injured by releases of hazardous substances or oil. ONRT's mission is to recover funding from the entities responsible for the pollution and use that funding for restoration projects that return injured natural resources to their pre-spill condition. In addition, ONRT seeks compensation for the loss of the services those natural resources provide when they are unavailable for drinking water, agriculture, outdoor recreation, cultural practices, or other uses.

Why does the job exist?

This position is an integral part of ONRT's five-person agency, responsible for the Natural Resource Restoration Program, and manages multiple natural resource restoration projects around New Mexico including groundwater and surface water restoration; terrestrial and aquatic habitat restoration; and other projects funded with settlement dollars.

How does it get done?

- Lead development of restoration plans through coordination with ONRT staff, consultants, Tribal and Federal Co-Trustees, project proponents, legal counsel, and affected communities
- Coordinate public outreach and public comment processes
- Oversee all aspects of implementing restoration projects
- Develop and maintain budget tracking spreadsheets for all restoration projects
- Manage and monitor financial processes related to restoration projects
- May assist with office budget and finance tasks
- Develop and administer new professional service contract(s) for ONRT as needed
- Conduct restoration project site visits and develop other mechanisms for monitoring progress as needed
- Organize and lead Trustee Council meetings, provide meeting notes, action items, and schedule future Trustee Council meetings
- Provide data for ONRT annual appropriation requests, Budgeting, Accounting and Reporting Systems (BARs), and purchasing requirements
- Track data relevant to ONRT's performance measures, and compile annual performance report for legislature

- Occasional contact with external Federal, State and Local regulatory bodies to include contractors, and environmental not for profit organizations.

Ideal Candidate

The ideal candidate will have experience in the following:
- Having strong project management skills
- Project design, engineering or construction oversight, government infrastructure development, remediation, restoration, or other related field
- Understanding local, state, and federal permitting, financial and permitting processes and regulations
- Knowing local, state, and federal financial and procurement processes
- Providing excellent communication and organizational qualities

Minimum Qualification

Bachelor's Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and four (4) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
