The City of Phoenix Finance Department is currently seeking to fill vacancies for an Accountant III in the Financial Accounting and Reporting (FAR) Division. This division provides current, comprehensive, and accurate information about the financial position of the City to both internal and external customers while maintaining the highest levels of customer service.

These positions perform advanced professional accounting work, which requires the application of generally accepted accounting principles (GAAP) with a focus on financial reporting. Operating under multiple deadlines, these positions are responsible for a diverse range of finance-related duties.

Duties may include:
  • Analyzing financial data and preparing financial reports, including financial statements for both governmental and enterprise funds.
  • Preparing, reviewing, and approving various journal entries and payment control documents.
  • Reviewing certain revenues received by the City, recording applicable journal entries, and coordinating with other departments, as needed.
  • Performing reconciliations of various general ledger accounts, researching, and resolving discrepancies, and recording applicable journal entries.
  • Responding to department requests.
  • Serving as a professional accounting resource for special projects or major programs.
  • Preparing elements for the City's Annual Comprehensive Financial Report (ACFR) and annual financial reports for enterprise funds and joint ventures.
  • Design and implementation of accounting policies, procedures, and internal control systems, as needed.
  • Monitoring legislation and City Council activity for financial impacts that may be reflected in the City's financial statements.
  • Assisting in the Implementation of Governmental Accounting Standards Board (GASB) pronouncements.
  • Performing Enterprise and joint venture accounting functions.

IDEAL CANDIDATE

  • Knowledge of accounting theories, principles, and practices and their application to various governmental accounting transactions and problems.
  • Ability to:
    • Use SAP to review financial data and post/review journal entries.
    • Prepare/review financial statements and schedules using both budgetary and accrual basis accounting.
    • Research financial/accounting issues and work with diverse stakeholders to identify and implement solutions.
  • Analytical and detail-oriented research skills.
  • Professional oral and written communication skills.
  • Possess strong critical thinking and organization skills.
  • Proficiency working with Excel and Word.

SALARY

Pay Range: $61,526.40 to $110,510.40 annually.

Hiring Range: $61,526.40 to $95,451.20 annually.

MINIMUM QUALIFICATIONS

  • Four years of progressively responsible experience as a professional accountant.
  • Including some experience training and supervising paraprofessional and professional accounting personnel.
  • Bachelor's degree in accounting, business or public administration or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Governmental accounting, GAAP Accounting, finance experience.
  • Experience:
    • Preparing, reviewing and approving various journal entries, payment control documents and the reconciliation of various general ledger accounts.
    • With SAP or other large ERP systems.
    • Researching financial/accounting issues and working with diverse stakeholders to implement solutions.
    • Analyzing data and preparing financial reports and/or statements.
