Under the general direction of the Deputy Director - Division of Policy, Research, and Equity (DPRE), a C.E.A. Level C, the Assistant Deputy Director - DPRE (ADD-DPRE), a C.E.A. Level A, has broad responsibility for the formulation of policies, procedures, and oversight of the Policy Branch and the Master Plan for Aging Branch. The ADD-DPRE will oversee the management of assigned operational and administrative functions, including budget, contracting, and personnel management. Additionally, the ADD-DPRE will direct stakeholder engagement efforts through oversight of the six (6) Master Plan for Aging advisory committees, including: Disability and Aging Community Living Advisory Committee; Alzheimer's and Related Disorders Advisory Committee; California Aging and Disability Research Partnership; Elder and Disability Justice Coordinating Council, and the IMPACT Advisory Committee. The ADD-DPRE represents CDA in matters with other state departments, control agencies, stakeholders, and vendors, as well as public and private entities. The ADD-DPRE will assist the Deputy Director-DPRE in all matters relating to the programmatic and administrative operations of the division and will serve as a member of the Department's Executive Team.

Working Conditions

Due to the COVID-19 pandemic, departmental staff are working remotely per the state's emergency telework policy until further notice. The physical work location of the position is designated at the department's headquarters location, a three-story building and standard office modular workspace located in Natomas. The duties of the position require sitting for long periods of time while using a personal computer, reviewing documents, and attending meetings whether they are digital (i.e. Zoom, WebEx, MS Teams, etc.) or in person.

Statewide travel may be required up to 5% as needed/directed.

    Department Information
    The California Department of Aging (CDA) administers programs that serve older adults, adults with disabilities, family caregivers, and residents in long-term care facilities throughout the State. The Department administers funds allocated under the federal Older Americans Act, the Older Californians Act, and through the Medi-Cal program.

    Recognizing that California's over-65 population is projected to grow to 8.6 million by 2030, Governor Gavin Newsom issued Executive Order N-14-19 calling for the creation of a Master Plan for Aging to be developed by December - 2020. The Master Plan will serve as a blueprint that can be used by state government, local communities, private organizations, and philanthropy to build environments that promote healthy aging. CDA will play an integral part in the development and implementation of the Master Plan.

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • Demonstrated knowledge and understanding of current, relevant policy issues facing older adults, adults with disabilities and caregivers.
    • Knowledge of federal and state policy impacting older adults, people with disabilities and caregivers including but not limited to: California's Master Plan for Aging, the Older Americans Act and Older Californians Act, the Americans with Disabilities Act, the Federal Rehabilitation Act, the United States Supreme Court's Olmstead ruling, Medi-Cal & Medicare, and other policies and programs related to aging, disability, dementia, and caregiving.
    • Experience in statewide policies, procedures, and innovative solutions to advancing the needs of California's older adults, people with disabilities and caregivers.
    • Expertise in advancing equity, diversity, and inclusion; addressing intersectionality of age, disability, race, ability, gender, and income, among other factors; and engaging communities that have experienced discrimination and bias.
    • Ability to exercise good judgment in making decisions affecting all aspects of the Division's functions and maintaining policies, procedures, organizational structure, and staffing. Poor judgment and decisions can adversely impact the Governor's Office and California Health and Human Services Agency (CHHSA) and jeopardize the health and safety of California's older adult population.
    • Ability to plan proactively, respond to adversity effectively, and manage multiple complex issues simultaneously.
    • Ability to work within tight deadlines and respond quickly to requests from the California Health and Human Services Agency (CalHHS), the Governor's Office and the stakeholders.
    • Possession of excellent oral and written communication skills, including experience in preparing and delivering testimony before legislative committees, and in dealing with the public, local programs, stakeholders, and/or other employees.
    • Demonstrated ability to work collaboratively with a variety of stakeholders in matters of significant program sensitivity, including interacting with CalHHS, state, federal, and local agencies, advocates, legislative consultants, and consumers, among others.
    • Ability to manage frequent contact with CalHHS, stakeholders, other state agencies, internal staff, and management within the department, as well as local aging and disability program providers, federal oversight agencies and other partners.
    • Ability to articulate and demonstrate skills in leading and motivating staff in a state or government agency.
    • Experience executing effective management practices to support programmatic goals.

    Examination Information

    This examination will consist of a review of the candidates' application and Statement of Qualifications by an executive screening committee, using predetermined evaluation criteria. Candidates will be screened on the basis of their background and demonstrated management experience as detailed in the Statement of Qualifications. The Statement of Qualifications may be the only basis for determining your final score and rank on the eligible list. Interviews may be conducted as part of the examination process. (Hiring interviews may be conducted with only the most qualified candidates if it is determined necessary in order to make a selection.) All applicants will be notified of their examination results. In order to be successful in this examination a minimum rating of 70 percent must be attained. The results of this exam may be used to fill subsequent vacancies in this position if they occur within the next twelve months or an examination may be rescheduled, at the discretion of the department.
